Chapter 6 <br />Water Supply Characterization <br />THE CITY OF <br />PL£ASANTON <br />At Zone 7, SWP water is directly used to meet treated water demands from municipal and industrial <br />customers—primarily wholesale to water retailers and some direct retail customers—and untreated <br />water demands from agricultural customers. It is also used to recharge the local groundwater basin, as <br />discussed in Section 6.2.2, and fill non -local groundwater storage in Kern County. <br />The following sections describe Zone 7's contract with DWR for SWP water and the types of water Zone 7 <br />receives under this contract. <br />6.2.1.2.1.1 Contract with DWR <br />DWR provides water supply from the SWP to 29 SWP contractors, including Zone 7, in exchange for <br />contractor payment of all costs associated with providing that supply. DWR and each of the contractors <br />entered into substantially uniform long-term water supply SWP contracts in the 1960s with 75 -year terms. <br />The first set of contracts originally terminated in 2035, and most of the remaining contracts terminated <br />within three years after that. Zone 7's original contract was executed in 1961 and was set to expire in <br />2036. Over the last few years, there have been several key amendments to the SWP contracts, including <br />reaching an agreement in principle to extend SWP contracts, improve water management tools for SWP <br />contractors, and participation in the Delta Conveyance Project. Details regarding Zone 7's contract with <br />DWR are provided in Zone 7's 2020 UWMP. <br />6.2.1.2.1.2 Table A Allocation <br />Each SWP contractor is limited to a maximum annual contract amount as specified in Article 6(c) and <br />Table A of the SWP Contract; this amount is therefore commonly referred to as "Table A." As noted above, <br />Zone 7 first entered into the SWP Contract in November 1961; as the SWP was expanded and as Zone 7 <br />demands increased over the years, Zone 7's Table A amount was increased, reaching the amount of <br />46,000 AFY in 1997. Since then, Zone 7 has increased its supply from the SWP through a series of five <br />permanent transfers. In December 1999, Zone 7 secured Table A SWP allocations from Lost Hills Water <br />District of 15,000 AFY and Berrenda Mesa Water District of 7,000 AFY. In December 2000, 10,000 AFY of <br />SWP allocation from Belridge Water Storage District was acquired. An additional 2,219 AFY was obtained <br />from the same source in October 2003. Finally, 400 AFY of water was acquired from the Tulare Lake Basin <br />Water Storage District in 2003. Together, these transfers have raised Zone 7's current Table A allocation <br />to 80,619 AFY. <br />In practice, the actual amount of SWP water available to Zone 7 under the Table A allocation process <br />(presented as percent of Table A) varies from year to year due to hydrologic conditions, water demands <br />of other contractors, existing SWP stored water, SWP facility capacity, and environmental/regulatory <br />requirements. The Table A allocation is typically less than 100 percent of the Table A amount. SWP <br />reliability is defined based on the long-term average Table A allocation. DWR prepares a biennial report <br />to assist SWP contractors and local planners in assessing the availability of supplies from the SWP. DWR <br />issued its most recent update, the Final 2019 State Water Project Delivery Capability Report (2019 DCR)1, <br />in August 2020. In this update, DWR provides SWP supply estimates for SWP contractors to use in planning <br />efforts, including the 2020 UWMP. The 2019 DCR includes DWR's estimates of SWP water supply <br />availability under both existing (2020) and future conditions (2040). <br />1 Department of Water Resources, 2020.
