THE CITY OF 1 4 <br /> mftri.::; <br /> R <br /> r "` CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON <br /> June 1, 2021 <br /> Operation Services <br /> TITLE: PUBLIC HEARING: ADOPTION OF A RESOLUTION TO APPROVE <br /> THE CITY OF PLEASANTON 2020 URBAN WATER MANAGEMENT <br /> PLAN, WATER SHORTAGE CONTINGENCY PLAN, AND 2015 URBAN <br /> WATER MANAGEMENT PLAN UPDATE <br /> SUMMARY <br /> The City's draft 2020 Urban Water Management Plan (UWMP) and Water Shortage <br /> Contingency Plan (WSCP) have been prepared in accordance with the California <br /> UWMP Act (Act) reporting requirements. Required to be updated and adopted by City <br /> Council, these plans describe the City's water deliveries and use, water supply sources, <br /> Water Conservation Act of 2009 compliance, projected water demands through 2045, <br /> water supply reliability, and water shortage response. As an urban water supplier, the <br /> City is required to update and submit to the California Department of Water Resources <br /> (DWR) the UWMP every five years. Furthermore, under California Code of Regulations <br /> Title 23, Section 5003, the City has prepared an update (Addendum) to the 2015 <br /> UWMP, demonstrating consistency with Delta Plan Policy WR P1, Reduced Reliance <br /> on the Delta Through Improved Regional Water Self-Reliance. This Addendum is <br /> required to be submitted to DWR through the 2020 UWMP update process, which is <br /> due to DWR by July 1, 2021. Included in the UWMP is a Water Shortage Contingency <br /> Plan that contains revised water shortage stages that are in alignment with the State's <br /> new six standard shortage levels. The UWMP has been reviewed by the Council <br /> Subcommittee on Water (Brown/Narum). <br /> RECOMMENDATION <br /> Adopt a Resolution to approve the draft 2020 UWMP, Water Shortage Contingency <br /> Plan, and 2015 UWMP Update. <br /> FINANCIAL STATEMENT <br /> The contract amount to prepare the UWMP is $78,210. Implementation costs of the <br /> UWMP over the next five (5) years includes annual water supply and demand <br /> assessments, and water shortage management activities, as needed. UWMP <br /> preparation and implementation funding is from Water Operations Fund. <br />
