THE CITY OF 1 4 mftri.::; R r "` CITY COUNCIL AGENDA REPORT pL£ASANTON June 1, 2021 Operation Services TITLE: PUBLIC HEARING: ADOPTION OF A RESOLUTION TO APPROVE THE CITY OF PLEASANTON 2020 URBAN WATER MANAGEMENT PLAN, WATER SHORTAGE CONTINGENCY PLAN, AND 2015 URBAN WATER MANAGEMENT PLAN UPDATE SUMMARY The City's draft 2020 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP) have been prepared in accordance with the California UWMP Act (Act) reporting requirements. Required to be updated and adopted by City Council, these plans describe the City's water deliveries and use, water supply sources, Water Conservation Act of 2009 compliance, projected water demands through 2045, water supply reliability, and water shortage response. As an urban water supplier, the City is required to update and submit to the California Department of Water Resources (DWR) the UWMP every five years. Furthermore, under California Code of Regulations Title 23, Section 5003, the City has prepared an update (Addendum) to the 2015 UWMP, demonstrating consistency with Delta Plan Policy WR P1, Reduced Reliance on the Delta Through Improved Regional Water Self-Reliance. This Addendum is required to be submitted to DWR through the 2020 UWMP update process, which is due to DWR by July 1, 2021. Included in the UWMP is a Water Shortage Contingency Plan that contains revised water shortage stages that are in alignment with the State's new six standard shortage levels. The UWMP has been reviewed by the Council Subcommittee on Water (Brown/Narum). RECOMMENDATION Adopt a Resolution to approve the draft 2020 UWMP, Water Shortage Contingency Plan, and 2015 UWMP Update. FINANCIAL STATEMENT The contract amount to prepare the UWMP is $78,210. Implementation costs of the UWMP over the next five (5) years includes annual water supply and demand assessments, and water shortage management activities, as needed. UWMP preparation and implementation funding is from Water Operations Fund.
