A <br />This chapter describes and quantifies the City's historical, current, and projected water uses. Water use <br />projections are provided in five-year increments to the year 2045, as well as on a yearly basis for the next <br />five years (2021-2025). This chapter also presents the City's water losses for the previous five years, <br />projects future water use for lower income households, and discusses the impact of climate change on <br />water use. <br />4.1 NON -POTABLE VERSUS POTABLE WATER USE <br />The City currently provides both potable water and recycled water to customers within its service area. <br />Potable water is water that is safe to drink and typically has had various levels of treatment and <br />disinfection. The City receives its potable water supply from two sources: purchases from Zone 7 and <br />groundwater pumped from City wells. <br />Non -potable water is not intended for consumption and includes both recycled water and raw water. Raw <br />water is untreated water that is used in its natural state or with minimal treatment. However, the City <br />does not deliver raw water to any customers in its service area. Recycled water is municipal wastewater <br />that has been treated to a specified quality that allows for re -use. <br />The City receives recycled water from Livermore and through the San Ramon Valley Recycled Water <br />Program (SRVRWP), which is operated by a joint powers authority between DSRSD and the East Bay <br />Municipal Utility District (EBMUD) called the DSRSD-EBMUD Recycled Water Authority (DERWA). Both the <br />SRVRWP and the Livermore Water Reclamation Plant (LWRP) provide recycled water to landscape <br />irrigation customers that meets Title 22 disinfected tertiary recycled water requirements. <br />The City's water supplies are described further in Chapter 6. <br />4.2 WATER USE BY SECTOR <br />This section describes the City's past, current, and projected water use by sector through the year 2045 <br />in five-year increments. Water demand projections are based on Zone 7's Regional Demand Study and <br />retailer delivery requests and provide the basis for sizing and staging future water facilities to ensure <br />adequate supply. This section identifies the water usage among water use sectors including single family <br />residential, multi -family residential, commercial, industrial, institutional/governmental, landscape <br />irrigation, agricultural, and others. These classifications were used to analyze current consumption <br />patterns among various types of customers. The City uses the same definitions for each sector as outlined <br />in the DWR Guidebook: <br />• Single -Family Residential: A single-family dwelling unit. A lot with a free-standing building <br />containing one dwelling unit that may include an attached or detached secondary dwelling. <br />• Multi -Family Residential: Multiple dwelling units contained within one building or several <br />buildings within one complex. <br />• Commercial: A water user that provides or distributes a product or service (CWC 10608.12(d)). <br />• Industrial: A water user that is primarily a manufacturer or processor of materials as defined <br />by the North American Industry Classification System (NAICS) code sectors 31 to 33, <br />inclusive, or an entity that is a water user primarily engaged in research and development <br />(CWC 10608.12(h)). <br />WEST YOST 4-1 City of Pleasanton <br />2020 Urban Water Management Plan <br />May 2021 <br />
