Chapter 3 <br />System Description <br />THE CITY OF <br />PL£ASANTON <br />Though both Plan Bay Area and RHNA address the amount and location of new housing development in <br />the region, they are different types of planning processes. Plan Bay Area is a policy -driven land use and <br />transportation framework that results in various projections of growth for different areas (i.e., a "ground <br />up" model). RHNA, on the other hand, is a process whereby a pre -determined number of housing units is <br />distributed among local jurisdictions, based on factors intended to result in an equitable distribution of <br />those units. Another key difference between the two is that Plan Bay Area covers an approximately <br />30 -year planning horizon (2020-2050), whereas RHNA covers an 8 -year period from 2022-2030. Despite <br />these differences, by law, the RHNA must be "consistent" with Plan Bay Area. ABAG has determined RHNA <br />and Plan Bay Area to be consistent because the amount of housing growth from the 8 -year RHNA would <br />not exceed the 30 -year growth level at the county and sub -county geographies used in Plan Bay Area. <br />ABAG published the Draft RHNA Methodology Release in December 2020 to support Plan Bay Area 2050; <br />this methodology has been used to develop "illustrative" RHNA allocations for each city and county in the <br />region. Allocations will be finalized in 2021 through the remaining steps of the RHNA process. The <br />proposed allocation for the City, which may be subject to revision and refinement, is 5,965', which is <br />below the City's projected household projections. Although the City's RHNA allocation may not affect its <br />long-term water demand projections, it may accelerate the rate at which demand increases in the <br />nearterm. <br />ABAG will approve a Final Methodology and issue Draft Allocations in spring 2021.
