during the week and he did not have concerns. He stated the traffic study would be based on multi-purpose room use. Chair Brown asked Mr. Tassano to weigh in on the closure on Laurel Creek Drive. Mr. Tassano explained that drivers utilized Laurel Creek Drive to avoid traffic signals and make illegal right turns, so it was blocked off. Commissioner Gaidos asked if there was a requirement for a pedestrian sidewalk and stated it would not connect to any other pathways. Mr. Tassano discussed the Complete Streets Policy requiring the sidewalk. ARRIVAL Commissioner Pace was noted as being present. He asked the nearest homes to the perimeter of the project and the distance between the nearest home and the proposed structure. Ms. Hagen stated the home to the left was located about 10 feet from the property line, and the church was located approximately 35 feet from the property line, providing a combined distance of approximately 45 feet between the home and the church building. She stated the sanctuary building and dome would be approximately 200 feet from the property line. Commissioner Pace asked the visual impacts and potential privacy issues. Ms. Hagen explained there were no second story windows on the west side of the building that would provide views of adjacent properties. Commissioner Ritter asked if there were other Greek Orthodox churches in the City that were larger and if they were in rural or urban settings. Ms. Hagen suggested the applicant respond during the presentation. Commissioner Nibert asked about the Heritage Trees, to which Chair Brown suggested the arborist comment during the presentation. Commissioner Nibert requested clarification on the street improvement plan. Ms. Hagen stated the plan was approved with the previous project approval and included a deceleration right turn lane into the site, left turn lane into the site from Dublin Canyon Road and striped bicycle lanes. Chair Brown asked if the community center was specific to the Greek Orthodox Church. Ms. Hagen stated, according to the project narrative, it was intended for the church community's use. Chair Brown asked if there had been any negative comments on the project. Ms. Hagen stated there were none, only 30 comments in favor of the project. THE PUBLIC HEARING WAS OPENED Applicant Guy Houston gave a presentation on the project including compliance with the General Plan; history of the property; public benefits including meandering sidewalk, retention of trees; undergrounding of utilities; and the limited impacts of church use.
