Public Comment from the audience regarding items not listed on the agenda — <br /> Speakers are encouraged to limit comments to 3 minutes. <br /> City Councilmember Jack Balch recognized Planning Commissioner Herb Ritter on his last <br /> meeting and thanked him for his service to the community. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 4. PUD-114-01M, Guy Houston, on behalf of Resurrection Greek Orthodox Church, for <br /> Pleasant View Church of Christ, 11300 Dublin Canyon Road — Work Session to review <br /> and receive comments on a proposal for a Major Modification to Planned Unit <br /> Development (PUD-114), Minor Subdivision, and Conditional Use Permit to construct and <br /> operate a 9,792-square-foot church and 24,971-square-foot multi-purpose building with <br /> gymnasium on a 4.3-acre portion of the 16-acre Pleasant View Church of Christ site. <br /> Zoning is PUD-RDR/A-OS (Planned Unit Development — Rural Density <br /> Residential/Agriculture and Open Space) District. <br /> Associate Planner Jennifer Hagen presented the specifics of the item in the Agenda Report. <br /> Commissioner Allen asked the distance from the road to the two-story portion of the building, <br /> which Ms. Hagen stated was approximately 40-50 feet from the road. She discussed the <br /> Planning Commission's 2016 support of three homes, located as far back as possible from the <br /> road with a substantial landscape buffer. She stated the proposed project building footprint <br /> was almost twice as much and setbacks were much narrower than the previously approved <br /> residential project. She requested staff advise on how the Planning Commission should <br /> consider the aesthetics of rural residential in agricultural zoning and the definition or <br /> characteristics within rural residential zoning. Ms. Hagen stated there was no formal definition <br /> in City documents for rural density, but noted staff typically looked for denser, more lush <br /> landscaping and screening, with meandering sidewalks. Community Development Director <br /> Ellen Clark added that larger setbacks and more natural materials were also typical of rural <br /> residential development. <br /> Commissioner Allen requested the City Traffic Engineer Mike Tassano discuss the traffic <br /> analysis, including impacts on weekdays.
