b. The provision of this article shall apply in an ROD District <br /> which district shall also be subject to other provisions <br /> of this Ordinance including the provisions applicable to <br /> the particular district underlying the ROD designation <br /> provided that where conflict between regulation occurs, the <br /> regulation in this Article shall prevail. <br /> <br /> c. Whenever an ROD designation is established, any subsequent <br /> application to change the district which underlies the ROD <br /> designation shall not be construed to be an application <br /> to eliminate the ROD designation for the area covered by <br /> the application, unless such intent to eliminate the ROD <br /> designation is expressly stated to be part of the applica- <br /> tion. <br /> <br /> d. An ROD designation is not applicable to existing residential <br /> development. It is not applicable to areas where the <br /> development pattern has been committed by an annexation <br /> agreement or an approved tentative and/or planned unit <br /> development or recorded final map. As previous approvals <br /> expire, this Article shall become applicable to the greatest <br /> extent possible.
