Task 2.4 Housing Resources Assessment LWC will identify housing resources, including programmatic and <br /> financial housing resources. The analysis will include a review of funding sources for housing development and <br /> improvement, regulatory incentives for affordable housing, and opportunities for residential energy conservation. <br /> Task 2.5 At-Risk Housing Analysis In accordance with State law, LWC will identify and analyze multifamily rental <br /> housing units that are currently affordable and at-risk of converting to market-rate in the next 10 years. This <br /> analysis will include an assessment of conversion risk and an estimate of the cost of replacement versus <br /> preservation under current market conditions. LWC will also identify local entities that are qualified to acquire and <br /> manage at-risk units and local, state, and federal financing and subsidy programs to support the preservation of <br /> these at-risk units. The current Housing Element(2015) did not identify any housing units at-risk. <br /> Task 2.6 Preliminary Report LWC will prepare a Preliminary Report summarizing the technical analysis and issues <br /> evaluation. This report will highlight key findings in bullet points (no more than three pages) and will include any <br /> supporting documents, tables, maps, charts, etc. as an appendix. LWC will conduct a call with City staff to review <br /> the Preliminary Report. LWC assumes City staff will submit a single set of non-conflicting comments on the <br /> Administrative Draft Preliminary Report. LWC will prepare a Final Preliminary Report for public review. <br /> Deliverables <br /> • Administrative Draft Preliminary Report(Word, PDF) <br /> • Final Preliminary Report(Word, PDF) <br /> Task 3. Residential Land Inventory <br /> Public meetings addressing residential land inventory topics are identified in Task 6. LWC's assistance in any <br /> consultation/coordination with HCD staff to confirm sites selected will meet HCD criteria and be suitable for <br /> inclusion in the inventory is addressed in Task 8.2. <br /> Task 3.1 Carry-Over Residential Land Inventory In accordance with State law, in collaboration with City staff, LWC <br /> will update the City's residential land inventory to identify "known" (existing and potential) housing element sites, <br /> expected production of units from those sites, and the remaining estimated RHNA gap to be "solved". LWC will <br /> start with the current inventory and work with City staff to verify which sites are still available from the previous <br /> Housing Element and determine if there are sites that may have been rezoned or redesignated for housing since <br /> last cycle (or are expected to be), but not yet developed. <br /> Given the expected magnitude of the RHNA, it is anticipated that additional sites will need to be identified for <br /> potential rezoning. LWC will provide an analysis of the "gap" to be addressed through new sites identified, <br /> reflecting considerations for density and affordability. <br /> Task 3.2 Site Selection Criteria Based on close coordination with City staff and input received during public <br /> meetings identified in Task 6, LWC will identify draft criteria to be used to select and rank specific sites for inclusion <br /> in the Housing Element, including options/alternatives to be considered with respect to sites selection, such as <br /> assumed density ranges, housing types, and geographic diversity. The criteria will reflect HCD's review criteria, <br /> along with supplemental criteria to reflect community priorities and goals. LWC will prepare final sites selection <br /> criteria based on input from City staff, the Housing Commission, Planning Commission, and City Council. <br /> Task 3.3 Site Inventory Identification Utilizing the criteria, LWC will help create a well-structured process to solicit <br /> interest from property owners who may be interested in having their sites considered in the inventory. New <br /> potential inventory sites must be suitable for residential development, including vacant sites and sites having the <br /> potential for redevelopment, consistent with HCD's requirements. LWC will update the City's residential land <br /> inventory and include analysis of the availability of infrastructure for sites included in the inventory. As part of this <br /> task, LWC will review recent multi-family project applications to determine realistic achievable densities to support <br /> the sites analysis. LWC will work closely with City staff to develop the assumptions and methodology for this <br /> inventory and produce a parcel-level inventory of sites with near-term residential development potential at <br /> appropriate densities. LWC will prepare an assumptions and methodology memo for review with City staff prior to <br /> review by the Planning Commission and City Council.
