During preparation of the PPP, LWC will provide the City input on potential stakeholders and contacts (also see <br /> Task 6.3). <br /> LWC will prepare an Administrative Draft PPP for the City's review and comment. LWC will prepare the Public <br /> Review Draft PPP based on City comments. <br /> City staff will present the Public Review Draft PPP to the Housing Commission, Planning Commission, and City <br /> Council to provide input on what steps throughout the process are most important for Commission/Council <br /> engagement and to ensure that there are multiple opportunities for public and stakeholder input through the course <br /> of the project. A Final PPP will be prepared by LWC in response to the City's comments, which will reflect input <br /> provided by the Housing Commission, Planning Commission, and City Council. <br /> Deliverables <br /> • Kickoff meeting agenda and summary notes with follow-up items <br /> • Public Participation Plan (administrative draft, public review draft, and final- Word) <br /> • Refined project schedule documenting key milestones and deliverables <br /> • Document/data request <br /> Task 2: Technical Studies and Issues Evaluation <br /> Task 2.1: Review and Assess Existing Policies and Programs LWC will review the City's current Housing Element, <br /> Annual Housing Element Progress Reports, and other supporting materials as needed to gain insight and <br /> understanding of Pleasanton's housing progress. This review will include an evaluation of previous housing policies <br /> and programs, including an analysis of policies and programs that have been achieved and can be removed or are <br /> no longer applicable. LWC will provide a summary of the progress towards meeting its goals. Conclusions from this <br /> task will aid in Task 4 to evaluate and determine policy gaps and discussion of refinements to existing programs. <br /> Task 2.2 Housing Needs Assessment In accordance with Government Code §65583(a), LWC will utilize available <br /> U.S. Census, Department of Finance, and City data to analyze and update key population, housing, and <br /> employment characteristics and their implications to identify the City's specific housing needs and evaluate its <br /> housing conditions. LWC will establish the nature and extent of housing needs for Pleasanton including existing <br /> and projected housing needs (the draft 6th Housing Element cycle RHNA for Pleasanton) and the housing needs of <br /> special groups. ABAG pre-certified Local Housing Data for the city will be used to the extent feasible after <br /> consultation with HCD. In addition, resources available through ABAG's technical assistance program will also be <br /> used where feasible. <br /> The needs assessment will also provide data to assist the City in meeting the State's Affirmatively Furthering Fair <br /> Housing goals. <br /> Key data characteristics include: <br /> • Demographics (e.g., age, race/ethnicity, population growth, employment trends) <br /> • Household size, tenure, and income (by race and ethnicity) <br /> • Housing stock characteristics (e.g., type, vacancy, age/condition, and cost/affordability, including what <br /> households are most significantly impacted by costs) <br /> • Assessment of overcrowding and cost burden <br /> • Special Needs (e.g., large households, persons with disabilities, elderly) <br /> Task 2.3: Housing Constraints Assessment In accordance with Government Code §65583(a), LWC will conduct a <br /> constraints analysis. This analysis will differentiate between governmental constraints (such as land use, zoning <br /> regulations, and impact fees), non-governmental constraints (such as mortgage lending availability), and <br /> environmental constraints to inform the most effective and appropriate policies to reduce constraints and facilitate <br /> housing production. <br /> 2 <br />
