the inventory update will begin. LWC will utilize the ABAG Housing Element Site Selection Tool to the extent <br /> feasible. The budget reflects some anticipated efficiencies using this tool and working with City staff. <br /> LWC and City staff will work closely with HCD to ensure the sites inventory complies with HCD requirements. The <br /> inventory must be adequate to accommodate the City's RHNA within the planning period. This task assumes the <br /> City will obtain and provide adequate citywide parcel-level GIS data (including APN, address, parcel size, existing <br /> use, ownership, General Plan land use designation, zoning, land value, improvement value, and building square <br /> footage) to LWC. Additionally, LWC assumes that any re-zonings required by the City's current Housing Element <br /> have been completed. Pursuant to SB 6, LWC will prepare an electronic copy of the residential land inventory <br /> using HCD's Electronic Housing Element Sites Inventory Form. The draft inventory will be the basis of the project <br /> description for the Housing Element EIR. <br /> Deliverables: <br /> • Site Selection Criteria (draft and final— Word) <br /> • Residential Land Inventory Assumptions and Methodology Memo (draft and final- Word) <br /> • Updated Residential Land Inventory Map and Table (draft; final will be included in the Administrative Draft <br /> Housing Element) <br /> • Completed Electronic Housing Element Sites Inventory Form <br /> Task 4: Housing Element Implementation Plan <br /> Based on outcomes of this task, LWC will develop a draft Housing Element Implementation Plan that will satisfy the <br /> housing goals and objectives of the City during the eight-year planning period, including quantifiable programs that <br /> address the City's RHNA and provide support for special needs housing. This plan will include revisions to existing <br /> Housing Element goals, policies, and programs as appropriate, and will provide actionable steps the City is already <br /> taking or will undertake to accommodate its housing need. Work on this task will proceed concurrently with Task 3, <br /> such that any relevant policy outcomes can be used to help inform the sites criteria/selection process where <br /> necessary. <br /> Task 4.1 Policy Changes and New Programs LWC will assist in identifying and creating new policies and programs <br /> that are required to meet new legislation as well meet the goals and priorities of the City. All policies and programs <br /> should be quantifiable and easily measured for future reporting. LWC will prepare administrative draft policies and <br /> programs for City staff review. Following City review, LWC will prepare a public review draft policies and programs <br /> for review by Commissions and Council (see Task 6). The final policies and programs will be included in the <br /> Housing Element Documents (Task 5). <br /> Deliverables: <br /> • Policies and Programs (administrative draft and public review draft— Word) <br /> Task 5. Housing Element Documents (2023-2031) <br /> The Housing Element Documents will be divided into two documents that collectively are referred to as the <br /> Housing Element. The first document will be designed to match the format and design of the existing General Plan <br /> and will preliminarily include the following sections: Purpose; Consistency with other General Plan elements; <br /> Quantified housing objectives; and Housing goals, policies and programs. The second document will be the <br /> Background Report which will include all other required documentation. <br /> Task 5.1 Administrative Draft Housing Element LWC will prepare an Administrative Draft(AD) Housing Element. <br /> For all Housing Element drafts, LWC assumes City staff will submit a single set of non-conflicting comments for <br /> LWC to incorporate into the next version. The draft will incorporate the Background Report and shall be reviewed <br /> by LWC staff for quality control prior to submittal to the City to avoid multiple rounds of review. <br /> Task 5.2 Screencheck Draft Housing Element LWC will prepare a Screencheck Draft Housing Element, <br /> incorporating comments from City staff review of the Administrative Draft in redline format. <br /> 4 <br />
