City of Pleasanton HEU 6th Cycle <br /> Scope of Work <br /> Task 1: Project Initiation <br /> Task 1.1 City Staff Kickoff Meeting LWC will prepare for and attend one kickoff meeting (via video or <br /> teleconference)with City staff. <br /> The meeting objectives are to: <br /> • Confirm project goals and objectives <br /> • Refine the work program <br /> • Clarify the roles and responsibilities of all parties involved <br /> • Establish communication expectations and paths of communication <br /> • Review and receive available project information <br /> • Discuss the Draft Public Participation Plan for community engagement <br /> • Discuss key components of project website and schedule launch/discuss social media outreach and <br /> protocol <br /> • Identify major milestones and dates for intermediate deliverables, including launch of public outreach <br /> tools <br /> • Identify method of transmitting electronic documents and establish file sharing protocol (e.g., <br /> Kiteworks) <br /> • Provide City's style manual and discuss standard nomenclature and formatting <br /> Task 1.2: Data Collection LWC will identify and gather key information, reports, maps, and databases, as well as <br /> submit a data request to the City for relevant material that has not been previously compiled. <br /> Task 1.3 Project Schedule LWC will work closely with the City to develop a preferred timeline with the following <br /> targets: <br /> • City staff kickoff meeting and Draft Public Participation Plan (PPP) in 1 month <br /> • Commission and City Council Kickoff Meetings to present Draft PPP in 1-2 months <br /> • Final PPP in 2 months <br /> • Site Selection Criteria and Site inventory methodology memo in 6 months from project initiation <br /> • Draft sites inventory in 8-10 months from project initiation <br /> • Alignment with the EPSP schedule <br /> • Housing Element Update adoption by January 2023 <br /> In addition to the long-term schedule, LWC will be responsible for maintaining a more detailed short-term schedule <br /> for upcoming meetings, deliverables, and due dates on a rolling basis, as the project progresses. <br /> Task 1.4 Public Participation Plan LWC will prepare a Public Participation Plan (PPP) that includes outreach to the <br /> community in a manner that is consistent with State requirements, provides timely and adequate opportunities for <br /> public information dissemination and engagement, allows for effective and constructive public participation, is <br /> focused on consensus-building, and achieves quantifiable results. This Plan will include options for online and <br /> remote outreach in compliance with social distancing restrictions in the context of the current COVID-19 crisis. The <br /> Plan will include outreach approaches that best engage a broad variety of community stakeholders. <br /> Potential tools for engagement and outreach could include*: <br /> • Housing Element Update website <br /> • Online survey (e.g., SurveyMonkey) <br /> • Informational video <br /> • Virtual breakout rooms during community meetings <br /> • Content and layout for mailers and/or utility bill insert advertisements <br /> • Content and design of flyers for public meetings/workshops <br /> *Only the Housing Element Update website is currently included in the scope (see Task 6.6). Any additional items <br /> authorized would need to be funded through contingency or other funds. <br /> 1 <br />
