Task 5.3 Public Review Draft Housing Element LWC will prepare a Public Review Draft(PRD) Housing Element, <br /> incorporating comments from City staff review of the Screencheck Draft. This draft will be reviewed by the Housing <br /> Commission, Planning Commission, and City Council. Following review and confirmation of the draft, it will be <br /> submitted to HCD for the required 60-day review. Note that it is expected that the Final RHNA will be issued ahead <br /> of the release of the PRD. Thus, any changes to the inventory necessary due to changes between the Draft and <br /> Final RHNA, will be reflected in the PRD, and confirmed through the public review process. <br /> Task 5.4 Public Hearing Draft Housing Element Review and Adoption LWC will revise the PRD in response to <br /> feedback from HCD, City staff, Housing Commission, Planning Commission, and City Council. The Public Hearing <br /> Draft(PHD)will be presented to the Planning Commission and City Council for adoption. <br /> Task 5.5 Final Adopted Housing Element LWC will make any revisions directed by City Council and provide the <br /> Final Adopted Housing Element for the City's submittal to HCD for certification. <br /> Task 5.6 Coordination with HCD LWC will assist the City in achieving State certification of the Housing Element <br /> after adoption by City Council. LWC will work closely with HCD and the City throughout the process to ensure that <br /> the City meets State requirements and will recommend modifications to the Housing Element, if required to obtain <br /> certification. <br /> Task 5.7 General Plan Amendment Recommendations LWC will identify sections of the City's General Plan that <br /> may need to be amended to comply with State law and be consistent with the 2023-2031 Housing Element, <br /> including those required by GC 65302(g). LWC will summarize any necessary amendments in a concise memo <br /> (table format recommended). <br /> Deliverables <br /> • Administrative Draft Housing Element(Word, PDF) <br /> • Screencheck Draft Housing Element(Word redline, PDF) <br /> • Public Review Draft Housing Element(Word, PDF) (to submit to HCD for review) <br /> • Public Hearing Draft Housing Element(Word, PDF, up to twenty-five (25) hard copies) <br /> • Final Adopted Housing Element(Word, PDF) (to submit to HCD for certification) <br /> • General Plan Amendment Recommendations Memo (Word, PDF) <br /> Task 6 Public Meetings and Outreach <br /> LWC will participate in and attend up to fifteen (15) public meetings during the Housing Element update process. <br /> The anticipated meetings are listed below. The format of these meetings will allow for effective and constructive <br /> participation as described in the Public Participation Plan. Meeting materials will be prepared by LWC. LWC's <br /> Principal, Lisa Wise, will attend any key meetings including all meetings with the City Council and Planning <br /> Commission, as determined necessary based on content and timing. <br /> It is assumed that City staff will generally lead and facilitate meetings, prepare meeting notifications, and set up the <br /> webinar(e.g., Zoom link, etc.) or secure and set up the venue. <br /> Task 6.1 Commission and Council Kickoff Meetings (3) LWC will work closely with City staff to prepare for and <br /> attend three (3) Commission and Council Kickoff Meetings. Kickoff meetings will be introductory meetings that <br /> include: <br /> • An overview of the housing element process and remaining steps in the RHNA process <br /> • A review of key changes in housing element law <br /> • An outline of the housing element update scope of work <br /> • An overview of the public review draft Public Participation Plan <br /> • A review of any known or initial key issues for the process <br /> • An opportunity to solicit input on considerations and issues to be addressed through the housing element <br /> update process <br /> 5 <br />
