DISCUSSION <br /> The Lift Station 7 and Lift Station 8 Ventilation and Lighting Improvements Project will <br /> address the necessary repairs to the ventilation and lighting systems at the two stations <br /> that have exceeded their design life. The project includes the removal and replacement <br /> of all the existing ventilation equipment and upgrading the equipment to current <br /> standards, including new ducting, fans and control panels. The systems will be <br /> connected to the City's existing SCADA system to allow for remote monitoring. The <br /> lighting systems within the station wet wells will be replaced, and various other non- <br /> functioning light fixtures will also be replaced throughout the remainder of both stations. <br /> Additionally, the air monitoring systems that screen for hazardous gases and oxygen <br /> levels withing the station that are required to allow personnel access will be replaced. <br /> Bids <br /> Sealed bids for this project were opened on February 9, 2021. A total of three bids were <br /> received, ranging from $1,020,000 to $1,536,000. The lowest bid was submitted by <br /> WestCal Design and Build, Inc. of Union City, California, in the amount of$1,020,000 <br /> (see Attachment 2 for the bid summary). This is approximately 7 percent lower than the <br /> Engineer's Estimate of$1.1 million. The bid documents were found to be in order and <br /> past work performed by WestCal was verified to be satisfactory. Staff recommends <br /> award of the construction contract to WestCal Design and Build, Inc. for $1,020,000. <br /> Consultant Services <br /> The project designer, TJC and Associates, Inc., will be providing construction support <br /> services to review shop drawings, responses to requests for information, and periodic <br /> inspections. TJCAA's mechanical subcontractor, Schaaf and Wheeler, will review the <br /> mechanical components of the project and provide site inspections. See Attachment 3 <br /> for the professional services agreement and scope of work with TJCAA. <br /> Under another existing on-call contract with the City, Tesco Controls, Inc. will be <br /> providing SCADA control integration between the new ventilation systems and the <br /> existing SCADA system, which is used to operate the City's sewer system. The work <br /> shall include updates to SCADA control panels, field work and software programming. <br /> Budget <br /> The project was identified to be completed as part of the Repair and Replacement <br /> Program and no project or funding was identified in the Capital Improvement Program. <br /> After the completion of the 30 percent design, the project cost far exceeded original <br /> expectations and it was determined that the project needed to be publicly bid as a <br /> Capital Improvement Project. <br /> The anticipated total expenditure for this project is $1,332,937, including a construction <br /> contingency of$153,000 and $87,350 in construction support services (to be provided <br /> by various consultants as outlined), leaving a project shortfall of$1,260,350 (see <br /> Attachment 1). Staff recommends the allocation of$1,260,350 from the Sewer <br /> Replacement Fund (Fund 431).
