Public Comments <br /> P20-04/2 in/cm/me/its to Pleasanton ,1/unicipa1 Code for accts.sort dwelling units <br /> From:S Klinger <br /> Sent:Tuesday, February 02, 2021 5:04 PM <br /> To:Mayor and City Council <br /> Subject: My 18 years experience with many neighboring second story ADUs <br /> Pleasanton City Council, <br /> I read with interest the article titled "Council Waiving Impact Fees for New ADUs" in the January 22"d, <br /> 2021 Pleasanton Weekly. I am an original homeowner in the Walnut Hills neighborhood and have lived <br /> here for over 18 years. Mr. Balch is uninformed regarding the second story carriage houses that have <br /> been built over the detached garages in Walnut Hills. From the very beginning the Walnut Hills HOA <br /> CC&Rs have prohibited the development of a carriage house above a garage that did not originally have <br /> one. This is essential to preserve views of both the Pleasanton Ridge to the west and the Livermore Hills <br /> to the east as well as limit the housing density of what is already a relatively high-density <br /> neighborhood. In addition,the CC&Rs have always prohibited the rental of both the primary residence <br /> and the carriage house because Walnut Hills was always intended to be a neighborhood of homeowners <br /> rather than dominated by renters. Finally,every carriage house in Walnut Hills is built over a detached <br /> three car garage and if the carriage house is rented then one of the garage spaces must be devoted to <br /> the renter. <br /> I completely agree with the majority of the council that allowing the development of new second story <br /> ADUs would deprive neighbors of desirable views and diminish both their quality of life and value of <br /> their homes. I disagree with Mr. Balch's statement that Walnut Hills is an example of how"the units can <br /> complement rather than conflict with the community". Having lived in Walnut Hills for eighteen years I <br /> see them as a necessary evil. Walnut Hills suffers from chronically limited street parking and many lots <br /> lack back yard privacy. In my opinion the Walnut Hills neighborhood was an experiment in transitioning <br /> Pleasanton to high density housing but demonstrates the consequences of overdoing a housing policy. I <br /> am grateful for the limitations the Walnut Hills CC&Rs place on carriage houses. <br /> Sincerely, <br /> Steven Klinger <br />
