FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $2,027,643 for the construction <br /> award, contingency, support services, and other miscellaneous costs. A total of <br /> $1,105,911 is budgeted in the Capital Improvement Program, leaving a project shortfall <br /> of $921,732. Staff recommends the allocation of $645,212 from the Water Replacement <br /> Fund (Fund 421) and $276,520 from the Water Expansion Fund (Fund 422) to cover the <br /> project shortfall. The funding and anticipated project expenditures are detailed in <br /> Attachment 1. <br /> BACKGROUND <br /> The City has historically experienced water quality issues associated with nitrification <br /> during the summer and fall months within the potable water distribution system. The <br /> City contracted with Carollo to investigate the possible reason(s) for nitrification. After <br /> an intensive sampling program in 2019, it was found that the cause of nitrification was <br /> the reduction of chloramines (used to disinfect the water) to unacceptable levels. <br /> Chloramines are introduced by Zone 7 at their Del Valle Water Treatment Plant and <br /> Zone 7 groundwater production wells, as well as at city-owned groundwater production <br /> wells. However, these chloramines slowly degrade the longer water resides in the <br /> distribution system. Working with the City's Utilities Division staff, Carollo recommended <br /> chloramine levels to be boosted within the City's distribution system and identified the <br /> Sycamore and Foothill Reservoirs as the optimal locations to introduce the chloramines <br /> based upon system operational practices. As the mechanism to introduce the additional <br /> chloramines, Carollo recommended installation of a Residual Control Systems (RCS) at <br /> the Sycamore and Foothill Tank Reservoirs. <br /> The City then contracted with Carollo to prepare plans and specifications to purchase <br /> and install the RCS equipment. The total design cost of$95,911 was funded through <br /> the Bi-Annual Water Quality Improvements Project, CIP No. 17100, with another <br /> $10,000 expected to be invoiced by Carollo for their work supporting the bid phase of <br /> the project and charged against CIP No. 17100. <br /> The plans and specifications were completed in December 2020 and the project was <br /> advertised to request construction bids on January 7, 2021. Two pre-bid meetings were <br /> held for the project: one on January 19, 2021, and the other on January 22, 2021. In <br /> accordance with the bid documents, attendance at one of the two pre-bid meetings was <br /> required for a contractor to submit a responsive bid. The pre-bid meetings were <br /> attended by 11 contractors. Two addendums were issued, providing supplemental <br /> information as was requested by bidders at the pre-bid meetings. The bid period closed <br /> on January 29, 2021, with eight contractors submitting a bid by the bidding deadline. <br /> DISCUSSION <br /> The Sycamore and Foothill Reservoir Residual Control System Project includes <br /> procurement and installation of a pre-manufactured Residual Control Systems (RCS) <br /> from UGSI Solutions Company (UGSI), electrical system modification/installation, <br /> installation of fencing and general site improvements, and installation of piping at the <br /> Sycamore and Foothill Reservoir tank sites. <br /> Page 2 of 5 <br />
