February 16, 2021 Engineering TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD CONSTRUCTION CONTRACT TO CAZADORO CONSTRUCTION, INC. IN THE AMOUNT OF $1,471,000 FOR THE SYCAMORE AND FOOTHILL RESERVOIR RESIDUAL CONTROL SYSTEM PROJECT, CIP 20156; AND AWARD A PROFESSIONAL SERVICES AGREEMENT TO CAROLLO ENGINEERS, INC. FOR THE NOT-TO-EXCEED AMOUNT OF $109,743 FOR CONSTRUCTION SUPPORT SERVICES SUMMARY The project will address the nitrification water quality issue in the part of the City's water distribution known as the lower zone through the installation of a prefabricated chemical feed and mixing system at the Sycamore and Foothill Water Tank Reservoirs. The project will include Pacific Gas and Electric (PGE) electrical upgrades to the sites, conduit, chemical feed piping, site fencing, associated site work and installation of the equipment. In addition, the new equipment will be connected to the Supervisory Control and Data Acquisition (SCADA) system under the City's existing on-call contract for SCADA integration. The project was designed by Carollo Engineers, Inc. (Carollo). The project was competitively bid with eight bidders submitting bids. The lowest responsive and responsible bid was from Cazadoro Construction, Inc. of San Francisco, California, (Cazadoro) in the amount of $1,471 ,000. Staff recommends award of the construction contract to the low bidder. Staff also recommends the award of another contract to the project designer, Carollo, in the not-to-exceed amount of $109,743 to provide construction support services as the project is implemented. RECOMMENDATION 1 . Approve the plans and specifications, review the bids received, and award a construction contract for the project to Cazadoro Construction, Inc. of San Francisco, California, in the amount of $1 ,471 ,000. 2. Authorize the City Manager to enter into the above construction contract. 3. Authorize the Director of Engineering to approve and execute contract change orders for a contingency amount not-to-exceed $215,869. 4. Authorize the City Manager to enter into the professional services agreement with Carollo Engineers, Inc. in the not-to-exceed amount of $109,743 to provide construction support services. 5. Allocate $645,212 in additional funding from the Water Replacement Fund (Fund 421) to the Water Quality Improvements at Lower Zone Storage Tanks, CIP No. 20156. 6. Allocate $276,520 in additional funding from the Water Expansion Fund (Fund 422) to the Water Quality Improvements at Lower Zone Storage Tanks, CIP No. 20156.
