BACKGROUND <br /> The softball fieldhouse and scorekeeper's booths were built in 1990 and had been in <br /> service for more than 29 years. Routine maintenance kept the fieldhouse building <br /> operational, but many components of the building, including the electrical and <br /> communication infrastructure, were failing and needed to be replaced. The original <br /> wood siding and roofing had reached the end of their service life and became a <br /> significant challenge to maintain. The building also did not comply with the current <br /> American's with Disabilities Act (ADA) requirements. Site drainage around the building <br /> was also identified as a problem; standing water from rain and irrigation was causing <br /> damage to the building's siding material. The four scorekeeper's booth's floors and <br /> walls were also failing. A Capital Improvement Project was created to address these <br /> issues. During design, the Library and Recreation Department identified the need to <br /> increase the number of staff at the fieldhouse facility, so the plans included <br /> modifications to the existing conference room and first aid room to meet the staffing <br /> space needs. In addition, the public restrooms on the ground floor did not meet current <br /> ADA standards and, therefore, needed to be upgraded. The only area of the building <br /> interior that was determined to be serviceable was the concession sales area, so the <br /> project did not include any work this area. <br /> Plans and specifications for the project were prepared and competitively bid. Sealed <br /> bids were opened on June 26, 2019. JBP submitted the low bid in the amount of <br /> $1.17 million. On July 16, 2019, City Council awarded the construction contract to the <br /> low bidder. City Council also approved an amendment with the project architect, ATI-RC <br /> Martin, in the amount of$86,450 for construction support services. City Council also <br /> authorized the Director of Engineering to approve contract change orders up to a not-to- <br /> exceed amount of$175,500. <br /> DISCUSSION <br /> The Softball Fieldhouse and Scorekeeper's Booth Renovation Project consisted of <br /> renovating the 3,800 square-foot softball fieldhouse building at the softball field complex <br /> located at the Ken Mercer Sports Park. In addition to the building renovations, the <br /> project included significant site work. The drainage system for the area surrounding the <br /> building was poor. Water was ponding along the bottom of the structure, causing rot in <br /> the fieldhouse's wood siding and doors. Site work included concrete removal and <br /> replacement, as well as drainage pipe replacement, to correct the issue. Work on the <br /> fieldhouse included the removal and replacement of the exterior wood siding material <br /> with Trespa siding material — a material not subject to rot like wood. The existing roofing <br /> on the fieldhouse was replaced with a new metal roofing system. Exterior renovations <br /> also included new doors, windows, and replacement of some of the HVAC system, as <br /> well as various Americans with Disabilities Act (ADA) upgrades. Interior work included <br /> new paint, carpet, lighting, workspace improvements, as well as ADA upgrades. The <br /> bathrooms, which are located on the lower level and used by staff and facility patrons, <br /> were modified for ADA compliance. Finally, the project included the complete <br /> reconstruction of the four scorekeeper's booth structures. The exteriors finishes, siding <br /> and roof on each reconstructed booth, are the same exterior finishes used on the <br /> fieldhouse building. <br /> Page 2 of 4 <br />
