§7. LICENSE FEES. After the City Council has authorized the <br />issuance of a Certificate~ but before the Police Chief actually <br />shall issue the Certificate, the owner shall pay the business <br />license fee for the right to engage in the taxicab business as <br />set forth and as amended from time to time in the various ordinances <br />and resolutions of the City. <br /> <br /> §8. TRANSFER OF CERTIFICATES. No Certificate of Public <br />Convenience and Necessity may be sold, assigned, mortgaged or <br />otherwise transferred without the consent of the City Council. <br /> <br /> §9. DURATION OF CERTIFICATES. Every Certificate issued <br />hereunder shall be issued for an indefinite period of time subject <br />to revocation in a manner prescribed herein. <br /> <br /> §10. SUSPENSION AND REVOCATION OF CERTIFICATES. A Certificate <br />issued under the provisions of this Ordinance may be suspended or <br />revoked at any time by the City Council if the holder thereof has: <br /> <br /> a) Violated any of the provisions of this Ordinance. <br /> b) Discontinued operations for more than thirty (30) days. <br /> c) Violated any ordinances of the City of Pleasanton or <br /> the laws of the United States or the State of <br /> California, the violations of which reflect unfavor- <br /> ably upon the fitness of the holder to offer public <br /> trans por tat ion. <br /> d) Operated the taxicab or taxicabs at a rate of fare <br /> in excess of that established and set from time to <br /> time by resolution of the City Council. <br /> <br /> §11o SUSPENSION OR REVOCATION HEARING. Upon being informed <br />that sufficient justification exists to suspend or revoke a <br />Certificate, the City Council shall fix a time and place for a <br />public hearing thereon° At least five (5) days written notice <br />setting forth the grounds for suspension or revocation and inform- <br />ation regarding the time and place where such hearing will be held <br />shall be given the owner of the Certificate in question and to all <br />persons holding valid Certificates. Notice of the time and place <br />of such public hearing before the City Council shall be published <br />once in a newspaper of general circulation in the City at least <br />ten (10) days before the hearing. <br /> <br /> §12. SURRENDER OF CERTIFICATE. If the City Council finds <br />that sufficient justification does exist for the suspension or <br />revocation of a Certificate, then the City Council shall by reso- <br />lution demand that such Certificate be surrendered by the owner <br />to the Police Chief. Certificates which shall have been suspended <br />or revoked by the City Council shall, forthwith, be surrendered <br />to the Police Chief, and the operation of any taxicab or taxicabs <br />covered by such Certificates shall cease and be unlawful. <br /> <br /> §13. DRIVER'S PERMIT REQUIRED. It shall be unlawful for any <br />person to operate or drive a taxicab in the City of Pleasanton <br />without first having obtained a driver 's permit from the Police <br />Chief. All persons applying for such a permit shall file with <br />the Police Chief a verified application which shall set forth: <br /> <br /> <br />
