b) The experience of the applicant in the transportation of passengers. c) The educational background of the applicant. d) A concise history of his employment. e) Two (2) recent photographs (size 1-1/2"x 1-1/2") f) An application fee of $5.00 shall accompany each application for a driver~s permit. §14. DRIVER REQUIREMENTS. The Police Chief shall not issue a permit and must revoke a permit theretofore granted: a) If the applicant is under 21 years of age. b) If the applicant has not resided within 15 miles of the City for thirty (30) days immediately prior to filing his application° c) If the applicant does not possess a valid Class 3 license issued by the State of California. d) If the applicant has been convicted of reckless driv- ing or driving while under the influence of intoxi- cating liquors or narcotics. e) If the applicant has been convicted of a felony or crime involving moral turpitude. f) If the applicant violates any provisions of this Ordinance. §15. ISSUANCE OF PERMIT. Upon satisfying the foregoing re- quirements, and if it shall appear to the satisfaction of the Police Chief, in his sole discretion, that the applicant is fit, willing, and able to perform such duties expected of a driver based upon his application, the Police Chief shall issue a driver~s permit to the applicant which shall bear the name, address, age, signature, and photograph of the applicant. §16. DISPLAY OF PERMIT. Every driver issued a permit under this Ordinance shall post his driver ~s permit in such a place as to be in full view of all passengers while such driver is operating a taxicab. §17o TEMPORARY DRIVER'S PERMIT. The Police Chief may, in his sole discretion, grant a temporary permit to drive or operate a taxicab pending final action on any application for a permanent driver~s permit as in this Ordinance provided for, but no such temporary permit may be issued to any person who does not have a chauffeur s license issued by the State of California. Said temporary permit shall authorize the holder thereof to drive any such vehicle for a period of thirty (30) days when the holder thereof shall have such temporary permit in his immediate posses- sion. §18. CHANGE OF EMPLOYMENT. If a driver changes his employ- ment to a different owner, he shall within twenty-four (24) hours thereafter notify the Police Chief for the purpose of having his driver's permit changed so as to properly designate the name of the new employer.
