g) A guarantee in such form as may be required 'by the <br /> City Council that the owner will operate in such a <br /> manner that its taxicab service will be available <br /> to the public seven (7) days per week and twenty-four <br /> (24) hours per day. <br /> <br /> h) The proposed schedule of rates to be charged which <br /> shall not exceed that established and set from time <br /> to time by resolution of the City Council. <br /> <br /> i) The applicant~s estimate of the need for additional <br /> taxicab service, supported by factual data. <br /> <br /> j) The applicant's request and reasons for the location <br /> and need of a closed stand. <br /> <br /> k) An application fee of fifty dollars ($50.00) that <br /> shall accompany each application for a Certificate <br /> of Public Convenience and Necessity. <br /> <br /> 1) Such other information as the City Council or City <br /> Manager may require. <br /> <br /> §3. POLICE INVESTIGATION AND REPORT REQUIRED. No Certificate <br />of Public Convenience and Necessity shall be granted or application <br />for said Certificate acted upon until the Police Chief causes an <br />investigation to be made, and his report and findings are trans- <br />mitted to the City Council to be reviewed concurrent with the <br />application. The Police Chief's report and findings to the City <br />Council shall include but not be limited to the following informa- <br />t ion: <br /> a) A finding as to whether the proposed owner has ever <br /> been convicted of a felony or the violation of any <br /> narcotic law or of any penal law involving moral <br /> turpitude. <br /> <br /> b) A finding as to whether the proposed owner has ever <br /> had the proprietary use, ownership, or control of any <br /> passenger-carrying motor-propelled vehicle in any <br /> other city within the State of California, and what, <br /> if any, records exist concerning the prior operation <br /> and management of this taxicab service. <br /> <br /> c) A finding as to whether the applicant's proposed <br /> color scheme, name, monogram, insignia, or any other <br /> identifying characteristics of the taxicab or driver <br /> would be in conflict with or imitate the color scheme~ <br /> name, monogram, insignia, or any other identifying <br /> characteristics of another taxicab or driver in such <br /> a manner as to be misleading or tend to deceive or <br /> defraud the public. <br /> <br /> §4. CITY COUNCIL HEARING. Upon the filing of the fully <br />completed application for the Certificate of Public Convenience and <br />Necessity together with the Report and Findings of the Police Chief <br />the City Council shall fix a time and place for a public hearing <br /> <br /> <br />
