§1.9. WAITING TIME. Waiting Time is defined as the time <br />when a taxicab is not in motion from the time of acceptance of a <br />passenger or passengers to the time of discharge, but does not <br />include any time that the taxicab is not in motion if due to any <br />cause other than the request, act, or fault of a passenger or <br />passengers. <br /> <br /> §1.10. OPEN STAND. An open stand is defined as a public <br />place along side the curb of a street or elsewhere in the City of <br />Pleasanton which has been designated by the City Traffic Engineer <br />as reserved exclusively for the use of taxicabs, when properly <br />identified. Such open stand shall be open to any taxicab author- <br />ized to operate in the City of Pleasanton, and no open stand shall <br />be reserved for the exclusive use of one owner. <br /> <br /> §1o11. CLOSED STAND. A closed stand is defined as a public <br />place along side the curb of a street or elsewhere in the City of <br />Pleasanton which has been designated by the City Council, at the <br />time of the issuance of the Certificate, as reserved exclusively <br />for the use of one owner, when properly identified. Such closed <br />stand shall not be open to any taxicab or taxicabs except those <br />for which the stand has been exclusively reserved by action of the <br />City Council. <br /> <br /> §1.12. MANIFEST. A Manifest is defined as a daily record <br />prepared by a taxicab driver of all trips made by said driver <br />showing time and place of origin, destination, number of passengers <br />and the amount of fare of each trip° <br /> <br /> §2. CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY REQUIRED. <br />It shall be unlawful for any person to engage in the business of <br />operating any taxicab in the City of Pleasanton without first <br />having obtained from the City Council a Certificate of Public Con- <br />venience and Necessity. All persons applying for such a Certifi- <br />cate shall file with the City Council a verified application which <br />shall set forth: <br /> <br /> a) The name and address of the owner, person applying <br /> and all persons financially interested in the <br /> operating of said taxicabs. <br /> <br /> b) The number of vehicles actually owned and the number <br /> of vehicles actually operated by such owner on the <br /> date of application, if any. <br /> <br /> c) The number of vehicles for which a Certificate of <br /> Public Convenience and Necessity is desired. <br /> <br /> d) The make, type, year of manufacture and the passenger <br /> seating capacity of each taxicab for which applica- <br /> tion for a Certificate is made. <br /> <br /> e) The make and type of taximeter intended to be in- <br /> stalled in each taxicab for which application for a <br /> Certificate is made. <br /> <br /> <br />
