BACKGROUND
In late 2017, residents with special needs family members came to the City and
identified the need for an all-abilities playground in Pleasanton. In February 2019, these
same residents attended the Parks and Recreation Commission meeting to recommend
an all-abilities playground as Council Priority. The all-abilities playground was
unanimously recommended as the Parks and Recreation Commission's number one
priority. In April 2019, the City Council adopted the all-abilities playground as a Council
Priority and Capital Improvement Program (CIP) project.
At the January 9, 2020 Parks and Recreation Commission meeting, the commissioners
voted unanimously to recommend that the City Council authorize exploration of an all-
abilities playground at Ken Mercer Sports Park. At the September 1 , 2020 City Council
meeting, the City Council voted to begin the design process for an all-abilities
playground at Ken Mercer Sports Park.
DISCUSSION
Nine design firms submitted a Statement of Qualifications (SOQs) in response to the
advertised RFQ. City staff reviewed the SOQs and invited the top four firms for an
interview. A panel of five city staff (two representatives from Library and Recreation, one
from the City Manager's office and two from Engineering) conducted the interviews. The
four firms were:
1 . O'Dell Engineering
2. Callander Associates
3. PGA Design
4. RRM Design Group
Based on ratings of the SOQs, interviews, and reference checks, staff recommends
awarding the contract to RRM Design Group.
Schedule
The proposed schedule for this project is as follows:
Award of contract February 2021
Plan Development/Public Outreach February 2021-February
2022
Final All-Abilities Playground Concept Plan(s) March 2022
Adoption of All-Abilities Playground Master Plan March/April 2022
Page 2 of 3
