The resolution resolves that the City of Pleasanton will: 1 . Oppose the current practice of the State legislature of annually proposing and passing housing bill packages that directly interfere with the ability of the City to control their own destiny through use of zoning authority that has been granted to them. 2. Explore various ways to protect the ability of cities to retain local control over zoning. DISCUSSION The City of Pleasanton has an adopted Legislative Framework that outlines the guiding principles that guide the City's legislative advocacy efforts. Each year, the City Council Legislative Subcommittee affirms the Legislative Framework and identifies Focus Areas for the current legislative cycle and brings them forward to the City Council for adoption. In addition to the City's adopted Legislative Framework, the City is actively engaged in advocacy efforts in partnership with our Tri-Valley Cities (TVC) which includes the City of Dublin, City of Livermore, City of Pleasanton, City of San Ramon, and Town of Danville. The TVC has an adopted Legislative Framework and Focus Areas that guides advocacy efforts of the coalition. The TVC works with advocacy firm Townsend Public Affairs to advocate for the TVC Legislative Framework. Additionally, in 2020, the City of Pleasanton engaged Townsend Public Affairs to represent the City of Pleasanton's Legislative Framework and Focus Areas and conduct advocacy efforts on behalf of the City. Staff reviewed the proposed resolution and vetted it through the adopted framework, specifically, the guiding principles on Housing, Environmental Awareness, Health, Land Use and Preservation, Fiscal Sustainability , and Protect Local Control. These guiding principles are shown below. Housing. The City supports legislation that seeks balanced solutions which consider housing, jobs, and transportation together. The City supports legislation that provides, promotes and protects affordability in the housing stock. The City supports legislation that is context-sensitive, that does not take a one size fits all approach and allows the City to exercise its local control developing locally- appropriate plans that meet State objectives in a manner that is compatible with existing community character. The City supports legislation that provides funding and resources for infrastructure and services in tandem with new housing production mandates. Page 3 of 5
