BACKGROUND <br /> At the January 19, 2021 Pleasanton City Council meeting it was requested that an item <br /> be placed on the February 2, 2021 City Council Agenda to discuss the California Cities <br /> for Local Control coalition and consider adopting a resolution as it relates to local zoning <br /> and housing issues. <br /> California Cities for Local Control is a grassroots organization founded in July 2020 by <br /> Torrance City Councilmember Mike Griffiths. This coalition is an advocacy group for <br /> local control over zoning and land use decisions. This coalition functions as a volunteer <br /> organization of several dozen people from around California including other elected <br /> officials, homeowner group representatives, city planners, and homeowners. <br /> The coalition has established a Mission Statement which reads: <br /> "Our mission is to spread awareness and enlist support to ensure that Cities can <br /> continue to manage their own land use and zoning issues. We must not allow the <br /> State Legislature to mandate changes to our Cities that will remove local control <br /> and be detrimental to our communities. <br /> We do this by reaching out to California City Elected Officials to educate and <br /> enlist them to our cause. Our activities include, but are not limited to, signing onto <br /> petitions, having Cities pass resolutions in support of our efforts, and seeking out <br /> allies for possible legal action against the State and/or to promote efforts for a <br /> ballot initiative to legislate the desired results. <br /> With this alliance of City Elected Officials working together as one, we stand a <br /> better chance of having our message resonate loud and clear to all groups that <br /> proclaim to support us. <br /> WE WILL NOT STAND FOR THIS LOSS OF LOCAL CONTROL, AND <br /> UNFUNDED MANDATES being imposed upon us by our State." <br /> The California Cities for Local Control is requesting that individual elected officials join <br /> the coalition and that City Councils pass a resolution expressing support for actions to <br /> further strengthen local democracy, authority, and control as related to local zoning and <br /> housing issues (Attachment 1) In summary, the resolutions outlines four key issues: <br /> 1. The California State legislature annually proposes, passes and has signed into <br /> law bills addressing housing. <br /> 2. The State legislature does not allow for sufficient time between legislative <br /> cycles to determine if the legislation is successful in bringing about desired <br /> change to address housing issues. <br /> 3. The majority of the state bills usurp the authority of local jurisdictions to <br /> determine land use policy and practices that best meet the needs of each city <br /> Page 2 of 5 <br />
