Environmental Awareness, Health, Land Use and Preservation. The City <br /> supports legislation and policies that provide for local control in determining land <br /> use and preservation issues. The orderly growth and development of the City <br /> together with the preservation of open-space is a high priority for the Pleasanton <br /> community. The City also supports legislation and policies that provide resources <br /> to enable environmental awareness and health in our community. <br /> Fiscal Sustainability- No Unfunded Mandates. The City supports legislation that <br /> aids recovery of City costs stemming from State and/or Federal mandates and <br /> opposes legislation that seeks to impose any requirement upon City that is not <br /> fully funded. <br /> Protect Local Control. The City supports legislation and policies that protects and <br /> ensures the City's ability and authority to exercise local control, enable excellent <br /> public services and protect and enhance the quality of life for Pleasanton <br /> residents and businesses, and supports efforts to streamline regulations that <br /> simplify the City operations and opposes efforts to erode the City's authority to <br /> control its own affairs. <br /> CONCLUSION <br /> While the resolution aligns with the City's adopted Legislative Framework, it should be <br /> considered how the passage of this resolution will shape and inform the City's advocacy <br /> efforts moving forward; specifically, aligning with the new coalition, California Cities for <br /> Local Control. The draft resolution was provided by the coalition and does not <br /> specifically mention California Cities for Local Control or its' mission so it does not <br /> directly tie the City to the coalition. However, California Cities for Local Control has <br /> requested the use of the adopted resolution in their advocacy efforts. Aligning with a <br /> coalition without a demonstrated track record as it relates to their advocacy efforts <br /> should be considered. It is unclear how the coalition intends to act on specific legislation <br /> and what approach they will take in their advocacy efforts. <br /> The City of Pleasanton in collaboration with Townsend Public Affairs has taken a <br /> strategic approach to advocacy efforts. This approach has allowed the development of <br /> key relationships with legislators engaged in the housing arena and have garnered the <br /> City of Pleasanton with a reputation for being highly engaged in the area of housing and <br /> local control with an approach that is thoughtful, providing constructive comment and <br /> examples of how proposed legislation will impact the City of Pleasanton. The City of <br /> Pleasanton's ability to control its own reputation and advocacy approach should be <br /> considered before aligning with a new partner. <br /> Following a decision by the City Council, City staff will engage with the coalition as <br /> directed. <br /> Page 4 of 5 <br />
