BACKGROUND <br /> On June 16, 2020, City Council awarded a contract in the amount of$679,033 to the <br /> lowest bidder, VSS International, Inc., for the Annual Slurry Seal of Various Streets <br /> Project, CIP No. 20504. The project consisted of applying Type II slurry seal, a thin <br /> layer of pavement coating, to approximately 1.9 million square feet of pavement on <br /> sections of 50 city streets to prolong the service life of the existing pavement. City <br /> Council also authorized the Director of Engineering to approve change orders up to the <br /> project contingency amount of$67,900. Construction began in August 2020 and was <br /> substantially complete in September 2020. <br /> DISCUSSION <br /> As part of the City's Preventative Maintenance Program, the project is expected to <br /> extend the life of the streets by eight to ten years through sealing the street and <br /> improving the roadway surface traction. Slurry seal surface treatment extends the life of <br /> a street at approximately 10 percent of the cost of installing a layer of new asphalt. It is <br /> an essential component of the pavement maintenance program to seal streets in good <br /> condition, preventing the formation of cracks and potholes.
