In the C-S district manager's units are not permitted, <br /> meaning that the unit is considered an existing non-conforming residential use; <br /> the PMC allows existing non-conforming residential uses to continue, even with <br /> modification, provided that the number of units is not increased. The modified <br /> plans maintain a 857 square-foot manager's unit with a 317 square-foot garage <br /> (generally in the same location). Staff supports the request to maintain a unit on- <br /> site. Manager's units are typically considered an additional safety measure at <br /> storage facilities. Further, it provides a housing unit for one of the staff members <br /> which helps offset the housing need created by this project. The project <br /> conditions include a requirement that the unit may only be rented to an employee <br /> of the facility. <br /> • Building Design. The modified plans also modify the design of the proposed <br /> buildings. The new design is inspired by and incorporates design elements from <br /> the Irby Ranch and Sunflower Hill residential developments on the adjacent <br /> property. The proposed building forms are largely the same (e.g., with similar <br /> insets and projections, and maintaining or increasing the degree of articulation). <br /> The proposed heights will increase slightly. The maximum height of the one-story <br /> building is increasing to 18'-6" from 13'-6" to accommodate the new roof forms, <br /> with sections of the building height being reduced to 13'. The maximum height of <br /> the three-story building is increasing from 37' to 40' to accommodate the new <br /> roof forms with sections of the building being reduced to 35' (all heights still <br /> comply with the zoning district maximums). The substantive changes are focused <br /> on colors, materials, and roof forms. Proposed materials include: horizontal and <br /> board and batten siding, vertical lap siding, split face block (on the storage <br /> buildings) standing seam metal roofs and awnings (on the storage buildings), <br /> shingle roof(on the office building), shingles (on the office building) and cedar <br /> posts (on the office building). The project colors include grays, whites, and <br /> browns (as detailed on the color and material sheet). Of note, all orange was <br /> removed from all three new buildings (i.e., the office, one-story storage building, <br /> and three-story storage building). <br /> The roof forms and colors and materials have substantially changed from the <br /> plans reviewed by the Planning Commission, to include pitched versus flat roofs, <br /> incorporate horizontal and vertical siding, and modify window styles. In staffs <br /> view they balance a residential style with the commercial use of the site, <br /> including replicating materials and design elements from nearby residential <br /> developments. Due to the new application of materials, the buildings perceived <br /> massing is broken up into smaller components (rather than one large building). <br /> The white elements of the massing are highlighted, and the darker elements <br /> visually recede. Staff finds the new design to be significantly more compatible <br /> with the neighboring residential property and supports the modifications. <br /> Additional faux (i.e., opaque/spandrel glass) windows have been added to <br /> augment those previously proposed, and the office building includes a new porch <br /> element to also provide a more residential feel for this building. <br /> Page 6 of 18 <br />
