Commissioner Balch stated he researched the U-Haul location on Stanley Boulevard, and it <br /> had a lot of orange on the building. He stated the applicant had responded to the feedback and <br /> removed the color on the north side of building. He also mentioned he thought the one-story <br /> buildings provided a good buffer from the Irby Ranch development and the one-story buildings. <br /> He stated he could support the project as presented. <br /> Chair Ritter stated the applicant had done a good job incorporating the Commission's feedback <br /> and they brought value to the location as a national brand with a good reputation. He reminded <br /> the Commission that they initially thought the Irby Ranch development was too plain. He stated <br /> he liked the trail and stated the proposal was better than previously proposed. <br /> Commissioner Allen expressed support for the project but reiterated her concern about the <br /> band of orange around the building. She inquired whether the item could be divided into two <br /> different votes. Assistant City Attorney Julie Harryman clarified this was not possible, but that <br /> Commissioner Allen's comments and concerns could be reflected in the record. Commissioner <br /> Allen stated she had never voted against a project due to color, but she remained concerned <br /> due to the potential of setting a precedent. <br /> Commissioner Balch pointed out the white cap across the orange band on the top of the <br /> one-story buildings on Page 8 of the submitted plans and suggested adding the same to the <br /> top of the second story building. Commissioner Allen stated she understood the tradeoff but <br /> discussed the visual impact on the future bicycle and pedestrian trail on Nevada Street. <br /> Commissioner Brown asked if there was any orange visible from residential areas. <br /> Commissioner Balch clarified there was some orange visible from the Irby Ranch <br /> development, though Chair Ritter pointed out the existing storage buildings in between Irby <br /> Ranch and the three-story building provided a buffer. Commissioner Brown also noted that the <br /> existing storage buildings' doors are painted orange. <br /> Commissioner Balch moved to approve Cases P19-0128 and P19-0129 subject to the <br /> revised draft Conditions of Approval, Exhibit A as modifications were provided in a staff <br /> memorandum, with an additional modification to conditions as referenced by the <br /> applicant regarding Condition 52. <br /> Commissioner Pace seconded the motion. <br /> Mr. Miranda stated he had been working with Commissioner Allen and staff in an effort to <br /> remove as much corporate branding as possible. He confirmed they would reluctantly remove <br /> the orange on the third story, although he was originally under the impression that leaving it on <br /> the office was acceptable as Stanley Boulevard was more of a commercial street. He <br /> apologized for any misconception when discussing the colors with Commissioner Allen. He <br /> stated there were exceptions to everything, including the orange on the building, but clarified <br /> many of the examples Commissioner Allen provided without orange on the buildings were in <br /> many cases 20 years old and had since been rebranded with large orange stripes on the top or <br /> they were acquisitions of buildings that may have been brick or another material.
