Clark Mayor and City Council <br /> Planning Manager City of Pleasanton <br /> Community Development Department 200 Old Bernal Avenue <br /> City of Pleasanton Pleasanton, CA 94566 <br /> 200 Old Bernal Avenue <br /> Pleasanton, CA 94566 <br /> RE: P19-0128 and P19-0129—3716 Stanley Boulevard <br /> Dear Ms. Clark, Mayor Thorne, and City Council: <br /> Public Storage submitted applications for Design Review and a Conditional Use Permit to remove seven <br /> existing storage buildings and construct a new three-story storage building, a one-story storage building, a <br /> one-story office totaling 249,650 square feet at its existing facility at 3716 Stanley Boulevard(the"Project"). <br /> On October 1,2019, representatives from Public Storage received a fee estimate for the proposed <br /> development estimating the Affordable Housing Fee at$2,056,818.72 based on a net new storage space area <br /> of 162,723 square feet. On October 28, 2020 the Planning Commission approved the subject application. <br /> The project had been revised at the request of staff and the approved project now includes net new storage <br /> space of 165,756 square feet. On November 10, 2020, representatives from Public Storage received a revised <br /> fee estimate based on the approved development estimating the Affordable Housing Fee at$2,158,143.12. <br /> Pursuant to Pleasanton Municipal Code § 17.40.050, Public Storage respectfully requests a reduction of the <br /> Affordable Housing Fee associated with the Project. <br /> A. Background on the City's Ordinance. <br /> The City adopted the latest iteration of its Affordable Housing Fee on September 18, 2018. The Fee was <br /> developed in part based on the Nonresidential Development Housing Linage Fee Nexus Study prepared by <br /> Economic& Planning Systems, Inc. (2018) ("Nexus Study").1 In reaching its recommended values, the <br /> Nexus Study determined that"Office/Light Industrial/R&D"uses would require 1 employee for every 400 <br /> square feet of development, resulting in an increased demand for housing. Nexus Study at 14. Based on this <br /> projected demand, the Nexus Study concluded that the City could justify a fee ranging from $8.50 to $17.01 <br /> per square foot. <br /> On September 18,2018, the City Council raised the Affordable Housing Fee applicable to industrial and <br /> office uses from $3.15 per square foot to $12.64 per square foot. The current fee has been adjusted to $13.02 <br /> per square foot. <br /> B.
