ENVIRONMENTAL ASSESSMENT <br /> A Consistency Checklist pursuant to the California Environmental Quality Act (CEQA) <br /> Guidelines Section 15183 was prepared. It is attached as Exhibit J. The checklist concludes <br /> the proposed project would be consistent with the development density established by the <br /> existing zoning and General Plan policies for which the previous environmental impact report <br /> (EIR) was certified. Accordingly, it concludes the project does not require additional <br /> environmental review. <br /> SUMMARY/CONCLUSION <br /> As described above, staff suggests that the proposed self-storage facility use (as conditioned) <br /> will be compatible with the surrounding properties, is suitable for the site, and will result in a <br /> project that supports the storage needs in the community. Staff believes the proposed <br /> amenities and minimal traffic generation are sufficient to justify the floor area ratio and notes <br /> the trail and seating area will be positive contributions to the community and the green building <br /> measures will minimize impacts the City's greenhouse gas emissions. Additionally, staff <br /> suggests the site design, building design, and massing are appropriate for the site and notes <br /> the bolstered landscaping, removal of the outdoor storage, and other site improvements will <br /> enhance the streetscape and overall appearance of the property. <br /> RECOMMENDATION <br /> Staff requests the Commission to review the proposal and hear all public testimony on the <br /> project.
