Though as previously noted, those <br /> businesses have their"back-of-house" facing the subject lot. Additionally, a narrow landscape <br /> strip is proposed along the eastern property line and upper-story step backs are provided <br /> along the east elevation on the third story to help reduce the perceived scale of the building. <br /> Given the design considerations incorporated in the project, proposed landscaping, and <br /> surrounding context of the site, staff suggests the design and massing is appropriate for the <br /> site. Staff particularly appreciates the modifications made to the south (Nevada Street) <br /> elevation and finds it will help decrease the visual massing and scale of the project when <br /> viewed from that frontage. <br /> Operations <br /> Staff finds the proposed operations of the facility are appropriate including proposed hours, <br /> gate access to the site, maximum employees on-site. The proposed use is conducted indoors <br /> with the existing outdoor storage area being removed and the facility is required to adhere to <br /> the City's noise ordinance. <br /> There is already an existing Public Storage facility already located on the site and the City has <br /> no reason to believe the increased size of the facility will generate substantially more noise, <br /> traffic, compromise parking supply, or otherwise adversely affect the site and surrounding <br /> properties. As conditioned, the applicant will be required to mitigate any future nuisances that <br /> may occur as a result of the proposed use (COA #36). <br /> To help mitigate short-term construction noise that will be generated during construction, staff <br /> recommends construction activities be permitted during the standard hours (8am-5pm) but be <br /> limited to Monday-Friday. Typically, Saturday construction is permitted, however, given the <br /> proximity to residential uses staff finds a slight reduction to the normal hours is appropriate. <br /> This is included as COA#21. <br /> P19-0128/P19-0129 Public Storage Planning Commission <br /> 13 of 15 <br />
