BACKGROUND <br /> The Pleasanton General Plan 2005-2025, which was adopted in July 2009, included the <br /> certification of a Program EIR to address the potential environmental effects related to <br /> implementing the General Plan. Subsequently, in 2012, the City Council adopted a <br /> Supplemental EIR to address the environmental effects of implementing changes to the <br /> Housing Element, adoption of a Climate Action Plan, and rezoning of housing sites and <br /> associated General Plan Amendments. <br /> In mid-2020, 10X Genomics, Inc. approached the City regarding the proposed project <br /> that would include development of a new master planned campus at 1701 Springdale <br /> Avenue (current JC Penney Plaza Shopping Center). 10X Genomics, Inc., a <br /> Pleasanton-based biotechnology/life sciences company, currently operates existing <br /> facilities within the city at Stoneridge Corporate Plaza and at the Bernal Corporate Park. <br /> The new master planned campus is intended to allow 10X Genomics, Inc. to <br /> consolidate and expand these existing operations, with a multi-phased buildout over the <br /> next several years. <br /> The preparation of an IS/MND is required to evaluate any potential environmental <br /> effects of the proposed project pursuant to the requirements of CEQA. Staff has <br /> determined that a consultant could most efficiently and comprehensively prepare the <br /> IS/MND which would utilize the analysis conducted as part of the General Plan Program <br /> EIR and Supplemental EIR mentioned above. <br /> A Request for Proposals (RFP) was not issued for the project, but rather the Planning <br /> Division selected FCS via the sole source justification process. Although the City has <br /> contracted with other vendors in recent years to provide CEQA services (ESA and <br /> Rincon), FCS has also completed a number of other project-specific CEQA evaluations <br /> for the City, and employs a highly qualified technical team to perform the required scope <br /> of work. Based on their experience completing CEQA evaluations for a number of <br /> recent infill development projects, FCS has a unique familiarity with relevant prior CEQA <br /> documentation and similarly scoped projects, and is able to meet the deadlines <br /> requested by the City in a manner that would not be possible if another vendor were <br /> selected. Attachment 1, Exhibit A provides pertinent project details from the FCS scope <br /> of work. <br /> DISCUSSION <br /> FCS specializes in environmental planning, regulatory compliance, natural resource <br /> management, cultural resources management, replanting and restoration services, air <br /> quality services, water resource management, noise and acoustics, and sustainability <br /> planning. It has provided contract environmental, sustainability, and natural resource <br /> management services planning for hundreds of public agencies, including the City of <br /> Pleasanton. Staff supports the selection of FCS as follows: <br /> • FCS has successfully completed similar required and tiered environmental <br /> review documents for the City of Pleasanton for Planned Unit Development <br /> applications, as well as numerous other projects of similar scope for other <br /> agencies. <br /> Page 2 of 3 <br />
