PROJECT <br /> SUMMARY <br /> Staff is requesting approval of a Professional Services Agreement with First Carbon <br /> Solutions (FCS) to provide environmental review services pursuant to the California <br /> Environmental Quality Act (CEQA), specifically the preparation of an Initial Study and <br /> Mitigated Negative Declaration (IS/MND) evaluating the effects of the 10X Genomics <br /> project, for the development of a master planned campus for 10X Genomics, Inc., a <br /> Pleasanton-based biotechnology/life sciences company, at 1701 Springdale Avenue. <br /> The project involves applications for a Planned Unit Development (PUD) Rezoning and <br /> Development Plan to: (1) demolish the existing approximately 163,500-square-foot <br /> commercial buildings; (2) rezone the subject parcel from C-R (p) (Regional Commercial <br /> - peripheral sites) District to PUD-C-O (Planned Unit Development— Commercial-Office) <br /> District; and (3) construct up to three new multi-story research and development (R&D), <br /> office and laboratory buildings totaling approximately 381,000-square-feet, a parking <br /> structure, and related site improvements over multiple phases. The Professional <br /> Services Agreement will include a fixed fee amount of$112,004. 10X Genomics, Inc. <br /> will reimburse the City for the full costs of the consultant services via a Reimbursement <br /> Agreement (Attachment 2). <br /> RECOMMENDATION • <br /> 1. Approve and authorize the City Manager to execute a Professional Services <br /> Agreement with First Carbon Solutions in the amount of $112,004, for services related <br /> to preparation of a CEQA compliant IS/MND for the 10X Genomics, Inc. project. <br /> 2. Approve and authorize the City Manager to execute the associated Reimbursement <br /> Agreement with 10X Genomics, Inc. <br /> FINANCIAL STATEMENT <br /> The cost of the scope of services outlined in Exhibit A of the Professional Services <br /> Agreement (Attachment 1) amounts to $112,004, and would be reimbursed by 10X <br /> Genomics, Inc. pursuant to the Reimbursement Agreement (Attachment 2). As a result, <br /> there would be no impacts to the Fiscal Year (FY) 2020/21 Budget. <br />
