FIRSTCARBON <br /> )(Jai i LUN <br /> Geology and Soils <br /> FCS will review information from authoritative sources, including the USGS, Natural Resources <br /> Conservation Service, and the General Plan, as well as the applicant-provided Geotechnical Investigation. <br /> FCS will summarize that information within the IS/MND and will identify impacts and mitigation (as <br /> appropriate). <br /> A review of the geology and paleontology of the area as reported in scientific literature, and a records <br /> search of the Regional Paleontological Locality Inventory at the University of California, Berkeley,will also <br /> be requested.The results of the paleontological records search will be summarized in the IS/MND and <br /> will include recommendations for any mitigation measure deemed appropriate. <br /> Hydrology and Water Quality <br /> The proposed project contemplates future development activities that would involve construction and <br /> operation activities that have the potential to create polluted runoff, increase impervious surface <br /> coverage, and create downstream drainage problems. FCS will use information provided by applicant's <br /> consultants regarding the proposed storm drainage facilities and water quality treatment measures, as <br /> applicable. FCS will also review readily available sources of information about surface water features, <br /> groundwater resources, municipal storm drainage facilities, and flood hazard areas. <br /> Land Use <br /> This IS/MND will include a discussion of the applicable land use and zoning regulations, including an <br /> analysis of potential impacts associated with the proposed rezoning. <br /> Mineral Resources <br /> The General Plan Map identifies approximately 1,750 acres of regionally significant sand and gravel <br /> deposits in the eastern portion of the City.This site is not designated or zoned for mineral resource <br /> extraction. FCS will summarize the analysis provided in the General Plan EIR, and this topic will be briefly <br /> discussed in the IS/MND;this scope assumes that the project would result in no impact to mineral <br /> resources. <br /> Population and Housing <br /> The proposed project would rezone the site from C-R (p)to PUD Commercial-Office (PUD-C-O), and <br /> would not include any residential uses. Accordingly,the project would not result in any impact to <br /> population or housing. FCS will rely on existing information in the General Plan, General Plan EIR, <br /> California Department of Finance,and Association of Bay Area Governments to develop this analysis. <br /> Public Services <br /> FCS will review information in the General Plan and General Plan EIR and will supplement this <br /> information by consulting with police,fire, and other agencies, as needed, in order to determine <br /> whether existing facilities are adequate to accommodate the proposed development.
