FIRSTCARBON <br /> 3U LW IU <br /> Task 4: Preparation of Administrative Draft IS/MND <br /> In accordance with the CEQA Guidelines and Environmental Checklist questions (i.e.,Appendix G), FCS <br /> will prepare an Administrative Draft IS/MND for City staff and applicant review to assess whether the <br /> proposed project will have any potentially adverse environmental impacts and to identify measures for <br /> eliminating or reducing potential impacts to a level that is less than significant. Based on our discussions <br /> with City staff and the applicant,we concur that an MND is likely to be the required and is the <br /> appropriate level of CEQA documentation.The IS/MND format will include a discussion of each <br /> Environmental Checklist impact category and will be adequately supported by documentation.The <br /> following issues will be evaluated in the IS/MND: <br /> • Aesthetics • Mineral Resources <br /> • Agriculture and Forestry Resources • Noise <br /> • Air Quality • Population and Housing <br /> • Biological Resources • Public Services <br /> • Cultural Resources • Recreation <br /> • Energy • Transportation <br /> • Geology and Soils • Tribal Cultural Resources <br /> • Greenhouse Gas Emissions • Utilities and Service Systems <br /> • Hazards and Hazardous Materials • Wildfire <br /> • Hydrology and Water Quality • Mandatory Findings of Significance <br /> • Land Use and Planning <br /> Each Environmental Checklist impact category will include analysis to evaluate consistency with <br /> applicable local regulations and guidelines, including the General Plan, Pleasanton General Plan 2005- <br /> 2025 EIR(General Plan EIR), City of Pleasanton Housing Site Development Standards and Design <br /> Guidelines, and exterior lighting performance standards.The following is a discussion of the Scope of <br /> Work for each issue not already described in Task 3, above. <br /> Aesthetics <br /> FCS will review aerial photography of the project site and the surrounding areas, as well as any <br /> renderings and elevations of the proposed project provided by the City and/or applicant.This scope <br /> assumes that the applicant will provide a rendering or visual simulation of proposed Building 1.The <br /> analysis will include an evaluation of potential impacts to views from publicly accessible areas, as well as <br /> analysis of potential impacts to visual character of the area, and an assessment of potential impacts <br /> related to light and glare. <br /> Agriculture and Forest Resources <br /> The project site is designated as Retail/Highway/Service Commercial Business and Professional Offices by <br /> the General Plan and is zoned C-R (p) (Regional Commercial—Peripheral Area).The site does not contain <br /> any agricultural resources, nor is there any ongoing agricultural uses in the immediate surrounding area. <br /> This scope assumes there would be no impact to agricultural and forestry resources. <br /> NORTH AMERICA 1 EUROPE I AFRICA I AUSTRAIJA I ASIA <br /> FIRSTCARBONSOLUTIONS.COM 9 <br />
