Recreation The project would not include any residential uses and therefore would not result in direct effects to recreational resources.The proposed project's effect on existing recreational resources and facilities in the project vicinity will be discussed in the IS/MND. FCS will rely on existing information in the General Plan and General Plan EIR to inform this analysis. Transportation FCS will incorporate the analysis and findings of the traffic impact analysis and VMT analysis reports prepared by Fehr& Peers, who is being retained under a separate contract by the City to complete the traffic and transportation analysis.The proposed project's compliance with a program, ordinance, or policy addressing the circulation system, including transit, roadway, bicycle, and pedestrian facilities,will be evaluated in the IS/MND.This Scope of Work assumes that the City or applicant will provide FCS with an evaluation of the sight distance for both existing and entering movements at the site's driveways and potential conflicts with other driveways, as well as adequacy of turning movements; FCS will summarize that analysis in the IS/MND.The transportation analysis will also include an assessment of Vehicle Miles Traveled (VMT) as required by the CEQA Guidelines. Utilities FCS will evaluate impacts on utilities in terms of the need to construct new or expanded existing facilities, acquire additional supplies,generate effluent that exceeds the permitted capacity, etc. FCS will review utility plans provided by the applicant and engineer., and will use information provided in the General Plan, General Plan EIR, and the 2015 Urban Water Management Plan. FCS will also consult with the City about proposed utility demands and facilities and will use information provided by utility providers about the adequacy of existing infrastructure and similar topics. Wildfire FCS will evaluate the proposed project in terms of its potential to impact an adopted emergency response or evacuation plan. FCS has already confirmed that the proposed project is not within a State Responsibility Area and the lands are not lands classified as a Very High Fire Hazard Severity Zone.1The IS/MND will discuss the potential impacts related to wildfire in accordance with State requirements.
