FCS will rely on existing information in the General <br /> Plan and General Plan EIR to inform this analysis. <br /> Transportation <br /> FCS will incorporate the analysis and findings of the traffic impact analysis and VMT analysis reports <br /> prepared by Fehr& Peers, who is being retained under a separate contract by the City to complete the <br /> traffic and transportation analysis.The proposed project's compliance with a program, ordinance, or <br /> policy addressing the circulation system, including transit, roadway, bicycle, and pedestrian facilities,will <br /> be evaluated in the IS/MND.This Scope of Work assumes that the City or applicant will provide FCS with <br /> an evaluation of the sight distance for both existing and entering movements at the site's driveways and <br /> potential conflicts with other driveways, as well as adequacy of turning movements; FCS will summarize <br /> that analysis in the IS/MND.The transportation analysis will also include an assessment of Vehicle <br /> Miles Traveled (VMT) as required by the CEQA Guidelines. <br /> Utilities <br /> FCS will evaluate impacts on utilities in terms of the need to construct new or expanded existing <br /> facilities, acquire additional supplies,generate effluent that exceeds the permitted capacity, etc. FCS will <br /> review utility plans provided by the applicant and engineer., and will use information provided in the <br /> General Plan, General Plan EIR, and the 2015 Urban Water Management Plan. FCS will also consult with <br /> the City about proposed utility demands and facilities and will use information provided by utility <br /> providers about the adequacy of existing infrastructure and similar topics. <br /> Wildfire <br /> FCS will evaluate the proposed project in terms of its potential to impact an adopted emergency <br /> response or evacuation plan.
