FIRSTCARBON Proposal ' <br /> SULU I IU \5 <br /> quantifying GHG impacts.Additional measures or design considerations will be proposed, as necessary, <br /> to reduce potential impacts to less-than-significant levels. <br /> Energy Analysis <br /> FCS will provide an analysis of energy impacts consistent with the CEQA Guidelines Appendix F Energy <br /> analysis requirements.The Energy Analysis will summarize relevant federal,State, and local regulations and <br /> policies that address energy consumption and demand, alternative fuels, and nonrenewable resources to <br /> determine whether the proposed project would conflict with or obstruct any required policies or <br /> mandatory measures related to energy conservation. Using the model inputs and assumptions associated <br /> with the Air Quality and GHG Emissions Analyses, FCS will provide energy consumption estimates <br /> associated with the construction and operation of the project.Specifically,the analysis will calculate on-site <br /> construction equipment fuel and electricity consumption, off-site construction vehicle fuel consumption, <br /> and project operation electricity, natural gas,and vehicle fuel consumption.The Energy Analysis will <br /> consider project design features that may affect the energy efficiency of the proposed project. <br /> Data Needs and Assumptions <br /> If necessary, FCS will provide the City with a Request for Information (RFI)that includes all necessary <br /> construction and operational parameters required for modeling. Where possible,the modeling data and <br /> assumptions that supported the GHG Emissions Due Diligence Memo for this project, as well as project <br /> information retrieved during correspondence with the City for the GHG Emissions Due Diligence Memo, <br /> will be utilized to support this analysis.This scope of work assumes relevant data (e.g., heavy-duty <br /> equipment, hours of use for equipment or emergency generators, if proposed)for the construction and <br /> operational analysis will be provided by the City or the Applicant. If project-specific information is not <br /> available, FCS can work with the City or Applicant to develop reasonable assumptions based on <br /> professional experience.This analysis will be completed within 5 weeks of receipt of the necessary <br /> project data and the client-approved project description. If changes are made to the client-approved <br /> project description that would require re-modeling for the above scope of work, it would be <br /> accomplished as an additional service, not included in this scope of work. <br /> Subtask 3.2: Biological Resources Assessment <br /> The site is currently developed with retail uses and landscaped parking areas. As such, FCS assumes that <br /> the site does not contain habitat beyond mature trees with a potential for nesting avian species. <br /> FCS's biological resources analysis will focus on a current review of publicly available existing information <br /> regarding the project site and its vicinity to identify protected biological resources that may be present, <br /> including the potential for nesting bird habitat,species listed as endangered or threatened under the state <br /> and federal Endangered Species Acts,wetlands or other sensitive natural communities, rare plants, and <br /> others. Existing information such as maps,aerial photographs,documents, and correspondence relative to <br /> the project site will be reviewed and analyzed.
