She <br /> encouraged the use of an outside consultant to help evaluate the process and independent police <br /> auditor style oversight. <br /> Councilmember Brown expressed support for the motion and supports dialogue with PUSD to evaluate <br /> the D.A.R.E. program and the use of SROs. She expressed support for evaluating the PERT model and <br /> supports Chief Swing's opinion that a shared Tri-Valley solution may be more economical but likely may <br /> not be more impactful. She believes a mental health solution will be crucial in preventing larger societal <br /> problems and potentially dangerous situations faced by PPD and the community. <br /> Councilmember Narum clarified she supports speaking with Livermore and Dublin based on the <br /> convenience of sharing resources but is concerned it will hinder response times. <br /> MOTION: It was m/s by Narum/Pentin to direct staff to return with information on an Alternate Mental <br /> Health Response Program and request the City Manager and his designees initiate conversation with <br /> the Pleasanton Unified School District regarding the D.A.R.E. program and School Resource Officers. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Councilmember Narum motioned to approve the recommendations on the use of force policy changes. <br /> She requested Chief Swing return with information on no-knock warrants and the use of tasers along <br /> with his recommendations. She stressed that policies must be right for Pleasanton and noted that <br /> officers may need to use certain tactics in rare instances. Councilmember Pentin seconded the motion. <br /> Councilmember Pentin thanked Chief Swing for his thorough report and requested body cameras, <br /> tasers, and no-knock warrants be discussed in the future. Mayor Thorne advised tasers will be <br /> discussed when City Manager Fialho brings the contract to City Council. <br /> Councilmember Testa commented that City Council owes the community a much larger discussion on <br /> police policy and is doing them a disservice by having such a limited discussion. <br /> Councilmember Brown expressed support for the motion. She commented there is an expected influx <br /> of residents with developmental disabilities with the upcoming opening of Sunflower Hill and wants the <br /> policies to reflect the needs of those residents along with a review of previous incidents involving <br /> residents with autism or suffering seizures. <br /> In response to Councilmember Narum's request for comment, Chief Swing reported his staff has been <br /> investigating one of the referenced incidents and some of the information coming from the body <br /> cameras. He adds the importance of perspective in use of force and cited a September 2019 incident <br /> where the officer was compassionate and respectful with the individual in crisis. He noted he cannot <br /> show the video because it involves a minor, but it paints a much different picture than what was <br /> presented at the meeting in public comments. <br /> In response to Mayor Thorne's inquiry, Chief Swing has asked City Manager Fialho and City Attorney <br /> Daniel Sodergren if he can show the video to individual Councilmembers or if it can be redacted. <br /> In response to Councilmember Narum's inquiry, Chief Swing responded PPD is seeing an increase in <br /> autism in young people in the community and highly recommends increasing PPD's training. <br /> Councilmember Narum suggested amending her motion to include autism training completed by next <br /> year. Chief Swing acknowledged his support of the training and advised he would need to assess the <br /> training and determine if it logistically fits into the schedule considering COVID-19 restrictions. <br /> City Council Minutes Page 11 of 12 August 20, 2020 <br />
