City Manager Fialho suggested Chief Swing initiate discussion with Sunflower Hill on how to best <br /> design training for their population. Councilmember Narum amended her motion to include autism <br /> training. Councilmember Pentin seconded the amendment. <br /> Councilmember Testa discussed her experience of being on the board of Resources Education <br /> Activities Community and Housing (REACH) and its population of developmentally disabled adults. She <br /> spoke of PPDs' professional acknowledgment of complications working with REACH residents and their <br /> desire to best understand the population's unique needs including working with their deaf residents. <br /> Councilmember Brown advised many Sunflower Hill residents are already in the community ahead of <br /> the facility's opening but are not in one central home. She thanked Councilmember Narum for adding <br /> specialized training to her motion. <br /> MOTION: It was m/s by Narum/Pentin to approve the recommendations on the use of force policy <br /> changes, direct Chief Swing to return to City Council with information regarding no-knock warrants and <br /> the use of tasers along with his recommendations, and require police officers to complete mandatory <br /> autism training.
