Alisha Shaik encouraged more diversity training, increased diverse recruitment in the PPD, and <br /> additional translators. <br /> Kyra Thordsen commented that PPD has not earned the community's trust due to a lack of <br /> transparency and not acknowledging areas of needed internal improvement. She challenged PPD to <br /> hold itself accountable and encouraged more community involvement. <br /> Megan Chung discussed the racist beginnings of the D.A.R.E. program in the 1980s and questions <br /> continuing the expense of an ineffective program. She urged City Council to hold special conversations <br /> about D.A.R.E. and SROs. <br /> Luke Richey expressed concern regarding the ineffectiveness of SROs in preventing school shootings <br /> and racism. He also referred to several national studies detailing the ineffectiveness of D.A.R.E. and <br /> disagreed with the concept of police officers being reasonable. <br /> Elle Kandel expressed support of PPD's ability to keep the city safe at its current funding and support <br /> level and supports the option of using the carotid hold. <br /> Shivani Naayak expressed concern regarding the ineffectiveness of the D.A.R.E. program. <br /> Robert Gan expressed support for evaluating the PERT model and expressed concern regarding the <br /> lack of transparency in the PPDs disciplinary process. <br /> Rachel Wysong expressed concern regarding the lack of transparency in the PPDs disciplinary <br /> process. <br /> Sujatha lyer expressed a need for more transparency and accountability from PPD and encouraged <br /> exploration of a civilian oversight committee. <br /> Yash Deshmukh expressed concerns over the militarization of the police and PPD's ownership of a <br /> tank. He commented that both the D.A.R.E. program and SROs are ineffective. <br /> Linda Kelly expressed concern regarding the generation gap and resident's perception of the <br /> effectiveness of PPD. She encouraged additional dispatcher training. <br /> David Jimenez expressed his support for permanently banning carotid hold, piloting the PERT model, <br /> and additional funding for mental health advisors in schools. <br /> Nancy Allen encouraged PPD to self-reflect and expressed support for a mental health program like <br /> PERT or CAHOOTS. She encouraged City Council to obtain input from students and teachers about <br /> SROs and D.A.R.E., encouraged more outreach to minorities on policing policy input, and evaluation of <br /> City Council's role in oversight. <br /> Jennifer Mei expressed support for a civilian oversight committee to enhance departmental <br /> transparency citing examples from neighboring cities. She expressed support for new measures of <br /> performance assessment and community outreach and expressed concern regarding the effectiveness <br /> of SROs and D.A.R.E. <br /> Ted Kim expressed support for increased mental health counseling and encouraged City Council to <br /> reallocate funds for that purpose. <br /> Isaac Elias expressed concern regarding what was being presented at the meeting, challenged City <br /> Council to listen to youth and minority citizens, and encouraged a reduction in the police budget and <br /> staffing. <br /> City Council Minutes Page 9 of 12 August 20, 2020 <br />
