Krishna Prakash expressed a need for more training based on communal experience including <br /> inherent-bias education. She requests more changes and action including transparency in police <br /> misconduct hearings. <br /> Robin Hwang expressed a desire for PPD to work in an environment of increased accountability and <br /> free of discrimination. He questioned conflicting statements from the PPOA on its openness to change. <br /> Rishabh Raj expressed concern the report omitted demilitarizing the police. He recommends more <br /> mental health resources as a preventative measure instead of militarization. He would also like to see <br /> more transparency regarding any military gear in the PPD's possession. <br /> Lynn Wiest expressed her support for a mental health team. She encouraged the addition of autistic <br /> training as it is a growing area of concern. <br /> Mikayla Tran commented the PPD is not a perfect system but can be improved with transparency and <br /> accountability through community oversight, independent mental health initiatives, and the removal of <br /> SROs and the D.A.R.E. program. <br /> Anica Pohray encouraged City Council to replace SROs with mental health professionals. <br /> Peixuan Xie expressed concerns that SROs do not make students feel safer and would like to see <br /> resources dedicated to the mental health-related issues of students. <br /> Kevin Andrews encouraged City Council to re-evaluate the role of SROs and their effectiveness as <br /> opposed to hiring more counselors. <br /> Evan Yang expressed a desire to see more diversity awareness in the community and feels the <br /> disciplinary policy structure makes the police less accountable in this area. <br /> Mayor Thorne briefly recessed the meeting at 9:31 p.m. and resumed the meeting at 9:36 p.m. with all <br /> members of the Council present. <br /> Valerie Arkin expressed her support for an alternate response concept along with de-escalation tactics <br /> and additional training. She encouraged more conversation around other policies including no-knock <br /> warrants and requested more clarification on neck restraints, use of force, threats of use of force and <br /> believes the City Council needs more oversight over incident reports. <br /> Heather Truro expressed her desire to see the discussion be more expansive to cover more issues <br /> raised by the community. She encouraged City Council to hold a more collaborative town hall-style <br /> discussion to help clarify and facilitate the change the community is requesting. She advocated for <br /> more transparency and outside oversight. <br /> Anna Chuang encouraged more transparency regarding current mental health crisis intervention <br /> policies and for the PPD to more closely align with CATT. <br /> Vittoria Tommasini expressed concerns regarding SRO's ability to prevent school shootings and <br /> believes the money can be reallocated to better resources. She supports an alternate response model <br /> with calls handled by better-trained mental health professionals instead of police officers who could <br /> better focus on their areas of expertise. She questioned PPD's use of force guidelines. <br /> Aaron Guerra expressed concern that minimal policies are being discussed at the meeting and <br /> encouraged discussion of body cameras and tasers.
