26. All new equipment installed at the water park shall be the most energy efficient equipment feasible for the intended use. 27. The project developer shall submit a final lighting plan for the building and the site for the review and approval of the Planning Director prior to issuance of building permits. The following modifications shall be incorporated into the lighting plan: ao Lighting for the water park shall be directed downward and away from adjacent properties and natural areas of the regional park and shall incorporate recessed lights and/or cut-off shields to prevent glare onto adjacent properties or roadways. b. Short bollard-style lights shall be used to reduce the number of proposed light poles. c. Light poles shall not exceed a maximum height of 16 feet. 28. At no time shall balloons, banners, or other attention-getting devices be utilized on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand openings. At no time shall spot lighting be used after 10:00 PM in conjunction with such grand openings. 29. If operation of this use results in conflicts pertaining to parking, noise, traffic, or other impacts, at the discretion of the Planning Director, this conditional use permit may be referred to the Planning Commission for subsequent review at a public hearing. If necessary, the Commission may modify or add conditions of approval to mitigate such impacts, or may revoke said conditional use permit. Possible mitigation measures can include, but are not limited to: installing additional traffic mitigations as deemed necessary by the City Traffic Engineer, constructing additional parking spaces, not charging for parking and/or providing parking refunds/credits, limit'mg admission into the water park, modifying the hours of operation, reducing the noise level of the speakers, lowering the height of the speakers, aiming the speakers to the north, removing some of the speakers, or other measures deemed necessary by the Planning Commission. 30. If additional activities beyond that proposed in the written narrative, dated "Received" May 9, 2003, on file with the Planning Department, are desired, prior City review and approval is required. Such modifications shall be submitted to the Planning Director, who may approve the modification or refer the matter to the Planning Commission if judged to be substantial. 31. Except for the designated corporate picnic areas, alcohol shall not be consumed within the water park.
