Screening details shall be shown on the plans submitted for issuance <br />of building permits, the adequacy of which shall be determined by the Planning Director. <br />All required screening shall be provided prior to occupancy. <br /> <br />The applicant shall conduct a heron and raptor nest survey on and near the project site <br />prior to any grading, tree removal, or construction activity at the site. Said survey shall <br />be conducted by a qualified biologist and shall be submitted to the Planning Director. If <br />it is determined that heron or raptor nesting is occurring during the time frame of the <br />proposed grading or construction activities, then improvements in the vicinity of the nest <br />should be coordinated with representatives of the California Department of Fish and <br />Game to minimize disturbance and possible loss of the active nest during the nesting <br />time. This coordination should include establishment of a buffer area around the nesting <br />site within which land development activities (such as grading and other construction <br />activities) are restricted. The buffer area should extend 50 feet from the base of the trunk <br />or 25 feet from the drip line of the tree in which the nest is located, whichever is greater. <br /> <br />The total combined noise generated by the individual sources at the water park (e.g., <br />patrons, public address system, pumps and other mechanical equipment, etc.) shall not <br />exceed 70 dBA @ 25 feet. In addition, noise levels of all mechanical equipment and <br />public address systems shall not be perceptible beyond the property plane of the subject <br />property. <br /> <br />The applicant shall incorporate the following noise mitigation measures into the project: <br /> <br />a. Acoustical duct liners shall be installed in all mechanical buildings; <br /> <br />The roof hatches in the roof of Mechanical Building B shall be closed at all times <br />that the pumps inside are operating; <br /> <br />An acoustical louver shall be installed on the northern wail of Building B to <br />provide cooling for the equipment; <br /> <br />The public address system speakers shall not exceed the maximum speaker levels <br />indicated in the "Supplementary Environmental Impact Report California Splash <br />Waterpark" prepared by Smith, Fause & McDonald, Inc. dated "Received" <br />December 5, 2003; provided, however, that the speakers shall not be audible at the <br />Shadow Cliffs Park southerly boundary; and <br /> <br />Clear plexiglas panels or other noise-attenuating barrier acceptable to the Planning <br />Director shall be utilized to mitigate the crowd noise at the water slide platforms. <br />Said noise-attenuating panels/barrier shall extend down to the ground. <br /> <br />PCUP-63/PDR-243 Conditions of Approval Page 8 <br /> <br /> <br />
