Among the various pieces of legislation passed are <br /> the following relevant emission reduction targets set by the State: <br /> • Executive Order S-3-05 (2005)- established goals to reduce statewide GHG <br /> emissions to 1990 levels by 2020 and reduce emissions to 80-percent below 1990 <br /> levels by 2050. <br /> • Assembly Bill 32 (2006)- required statewide GHG emissions be reduced to 1990 <br /> levels by 2020 (i.e., a 15-percent reduction from Pleasanton's 2005 levels). <br /> • Executive Order B-30-15 (2015)- established a goal to reduce statewide GHG <br /> emissions to 40-percent below 1990 levels by 2030. <br /> • Senate Bill 32 (2016)- codified the statewide mid-term GHG reduction goal of 40- <br /> percent below 1990 levels by 2030. <br /> • Executive Order B-55-18 (2018)- expanded upon EO S-3-05 by creating a <br /> statewide GHG goal of carbon neutrality by 2045. <br /> The City of Pleasanton can set any GHG emissions reduction targets deemed <br /> appropriate to fit the community's goals and resources. However, to be considered a <br /> "Qualified GHG Reduction Plan" that can be used for California Environmental Quality <br /> Act (CEQA) GHG emissions analyses streamlining purposes (pursuant to CEQA <br /> Guidelines Section 15183.8), the City should adopt GHG emissions reduction targets at <br /> least as stringent as the state targets described above. Note that "streamlining" does <br /> not relieve a project from the need to complete CEQA review but does provide a more <br /> Page 5 of 10 <br />
