efficient and predictable way to complete the required GHG emissions impact analysis <br /> in a CEQA document. <br /> Based on the state targets, Pleasanton's emission reduction pathway should include a <br /> short-term target for 2030 and a long-term target for 2045 or 2050. The long-term target <br /> is intended to be aspirational and set the trajectory of emissions reductions. Both long- <br /> term state targets are currently set forth in Executive Orders, though B-55-18 is more <br /> likely to be codified. Since the long-term targets are 25-30 years out, changes to state <br /> and federal regulations are inevitable. Some of these changes (e.g., the recent <br /> Executive Order N-79-20, requiring sales of all new passenger vehicles to be zero- <br /> emission by 2035), will decrease Pleasanton's adjusted emissions forecast and others <br /> may increase the forecast (e.g., the federal Safer Affordable Fuel-Efficient (SAFE) <br /> Vehicles Rule Part 2, which rolls back California fuel efficiency standards). The CAP will <br /> require an update around 2030 to assess emissions reductions, reevaluate new <br /> legislation, and incorporate updated technologies that emerge. <br /> Figure 3 below, indicates three potential CAP 2.0 target pathways that would allow for a <br /> Qualified GHG Reduction Plan based on current legislation.
