The scope of work for this bridge includes epoxy injection of cracks and repairing <br /> spalls in the concrete culvert cells. <br /> On June 16, 2020, City Council awarded a contract in the amount of $1,358,864 to the <br /> lowest bidder, California Engineering Contractors, Inc. for the Bridge Improvements at <br /> Various Locations Project, CIP No. 16514 — Fed ID 5101(029), and authorized the <br /> Director of Engineering to negotiate and approve change orders (should the need arise <br /> during construction) up to the budgeted project contingency amount of $136,000. In <br /> addition, City Council approved various consultant support contracts for material testing <br /> and inspection services that are necessary to complete the project. (Attachment One <br /> lists all project expenditures.) Construction began in July 2020. <br /> DISCUSSION <br /> There have been five change orders for extra required work on the project issued by the <br /> Director of Engineering since the beginning of construction. The five change orders total <br /> $53,278 in aggregate, leaving an available balance of $82,722 in the budgeted <br /> $136,000 project contingency. The changes to date include the requirement to add a <br /> sixth phase of construction to the Santa Rita Road bridge to safely handle traffic during <br /> construction, and various other relatively minor items, including some credited items, <br /> due to unforeseen conditions discovered during construction. <br /> This is proving to be a very complicated project with a lot of additional but necessary <br /> work. City staff, working with the contractor, identified that there will potentially be ten <br /> more change orders issued before the project is complete. The ten additional change <br /> orders are estimated at this time to cost an aggregate total of approximately $231,000. <br /> Since there is only $82,722 remaining in the budgeted project contingency, it is <br /> estimated that the current shortfall will total approximately $148,000. In addition, since <br /> approximately 35 percent of the project work remains, and change orders are under <br /> negotiations to be completed, staff believes that an additional $40,000 should also be <br /> allocated to the project budget to cover any more items or work found to be necessary. <br /> Therefore, it is recommended that City Council allocate a total additional $188,000 to <br /> the project budget and authorize the Director of Engineering to negotiate and approve <br /> change orders determined to be necessary up to the $324,000. ($188,000 in addition to <br /> the original authorization of $136,000.) <br /> There are many minor changes that have to be addressed during construction, but there <br /> are four significant changes that resulted from unforeseen-yet-necessary conditions that <br /> require the additional allocation. Attachment 2 is a complete change order list, including <br /> the approved and potential change orders. The four significant change orders are <br /> discussed below. <br /> 1. Additional Phase of Construction at Santa Rita Road and Arroyo Mocho (Change <br /> Order No. 1) <br /> The project plans identified three phases of construction work for the northbound <br /> lanes of Santa Rita Road at the bridge in order to safely handle traffic during the <br /> work. Only two phases of construction were identified in the project plans for the <br /> southbound Santa Rita Road work based on the cross-section of the roadway near <br /> the bridge.
