RECOMMENDATION <br /> 1. Appropriate $100,340 in BPMP grant funding to the Bridge Improvements at Various <br /> Locations, CIP No. 16514 — Fed ID 5101(029), upon expected approval by Caltrans. <br /> 2. Authorize the transfer of $32,822 from the Bridge Approach Roadway Repairs, CIP <br /> No. 15524, to the Bridge Improvements at Various Locations, CIP No. 16514 — Fed <br /> ID 5101(029), for the additional paving work adjacent to Santa Rita Road bridge. <br /> 3. Authorize the transfer of $54,838 from the Santa Rita Road/Hopyard Road Piping <br /> Improvements, CIP No.18128, to the Bridge Improvements at Various Locations, <br /> CIP No. 16514 — Fed ID 5101(029), for the water system modifications required at <br /> the Santa Rita Road bridge. <br /> 4. Authorize the Director of Engineering to approve and execute contract change <br /> order(s) under the construction contract with California Engineering Contractors, Inc. <br /> for a contingency amount not-to-exceed $324,000 (the additional $188,000, plus the <br /> original $136,000) for unforeseen necessary related work. <br /> FINANCIAL STATEMENT <br /> The anticipated total project cost, which includes the design and additional work, is <br /> $2,044,763 with a total funding of $1,856,763, leaving a project shortfall of $188,000 <br /> (summarized in Attachment 1). Staff recommends transferring $32,822 from the Bridge <br /> Approach Roadway Repairs, CIP No. 15524, to cover the project shortfall and provide <br /> the additional local match funding. In addition, staff recommends transferring $54,838 <br /> from Santa Rita/Hopyard Piping Improvements, CIP 18128, to fund the non-participating <br /> watermain work. Funding includes an anticipated $1,377,340 through a reimbursable <br /> federal grant and $387,585 of participating local funding, exceeding the required local <br /> match of 11.47 percent. <br /> BACKGROUND <br /> The City of Pleasanton's BPMP program includes bi-annual bridge inspection reports by <br /> Caltrans personnel for bridges located within the City and listed in the National Bridge <br /> Inventory (NBI). The bi-annual inspections review the condition of each bridge in the <br /> NBI. If the inspection reveals a deficiency, the inspection reports recommend the <br /> necessary maintenance to correct the deficiency. Through this process, five bridges <br /> within Pleasanton were identified as needing preventative maintenance. Using the <br /> inspection reports as back up, City staff applied for a federal BPMP grant to fund the <br /> identified preventative maintenance. The grant was approved in 2015, and the work was <br /> budgeted in the Capital Improvement Program and scheduled for implementation. <br /> City staff authorized an existing on-call consultant, Biggs Cardosa Associates, to <br /> complete the design work and create biddable construction documents for the work <br /> identified in the inspection report. As the project plans were put together and the cost <br /> estimates further refined, it became apparent that the approved BPMP grant would not <br /> fully fund the work. Consequently, staff applied for additional BPMP funding. Caltrans <br /> approved the additional funding in March 2017. <br /> Page 2 of 7 <br />
