8 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTO\ <br /> November 17, 2020 <br /> Engineering <br /> TITLE: ALLOCATE AN ADDITONAL $188,000 TO THE BRIDGE IMPROVEMENTS <br /> AT VARIOUS LOCATIONS PROJECT, CIP NO.16514 — FED ID 5101(029), <br /> TO FUND VARIOUS CHANGE ORDERS REQUIRED DUE TO <br /> UNFORESEEN CONDITIONS DISCOVERED DURING CONSTRUCTION; <br /> AND AUTHORIZE THE DIRECTOR OF ENGINEERING TO NEGOTIATE <br /> THE FINAL COSTS AND EXECUTE CHANGE ORDERS FOR UP TO A <br /> NOT-TO- EXCEED AMOUNT OF $188,000, IN ADDITION TO THE PRIOR <br /> AUTHORIZATION AMOUNT OF $136,000 <br /> SUMMARY <br /> Staff recommends City Council allocate an additional $188,000 to the Bridge <br /> Improvements at Various Locations Project, CIP No. 16514 — Fed ID 5101(029), to fund <br /> several change orders for work associated with various unforeseen conditions. This <br /> allocation is in addition to the $136,000 originally budgeted in the project contingency <br /> for this purpose. Project construction has proven to be very challenging. There will <br /> potentially be 15 changes in total, but there are four primary issues causing the <br /> changes: <br /> 1. Adding a sixth construction phase to the schedule to safely implement traffic <br /> control; and <br /> 2. Additional crack repair by epoxy ejection that exceeds the estimated quantity; <br /> and <br /> 3. Required water pipeline and valve modifications due to differing field conditions <br /> associated with the existing pipeline; and <br /> 4. Additional street paving required under this project. A city paving contractor <br /> planned to pave in close proximity to the Santa Rita Road bridge but could not <br /> complete the work due to a conflict with this project's schedule extension for <br /> change order work. Also, asphalt that was removed from the Santa Rita Road <br /> bridge deck was much thicker than anticipated and needs to be replaced. <br /> Up to 88.53 percent of the project costs directly associated with the bridge repairs can <br /> be funded through the Bridge Preventative Maintenance Program (BPMP) administered <br /> by Caltrans. An application will be submitted to Caltrans for BPMP grant funds to cover <br /> reimbursement of participating work for $100,340 of the $188,000. The waterline work, <br /> and some of the additional paving, is not eligible for BPMP grant funding. The <br /> "Recommendation" and "Financial Statement" below detail the different allocations <br /> proposed to fund the $188,000. <br />
