Attachment 1 <br /> CID A <br /> PEEASAN- <br /> DOWNTOWN <br /> ASSOCIATION <br /> Report to City Council <br /> 2020 Review and 2021 Budget <br /> STRUCTURE <br /> The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service organization <br /> comprised of all downtown businesses and dedicated to the ongoing revitalization of Pleasanton's <br /> historic business district. The downtown business improvement district was created in 1984 by the <br /> Pleasanton City Council under the provisions of California Business Improvement District/Area law. <br /> The current assessment formula is based on the annual business license payment: businesses located <br /> curbside, downstairs on Main Street are assessed at a rate of two times their business license; businesses <br /> with a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a half times <br /> their business license; all other businesses (those located off Main Street) pay an amount equal to their <br /> business license. The minimum assessment is $50 and the maximum is $350. Non- profit businesses do not <br /> pay an assessment to the PDA. No changes in the district's assessment formulas or the boundaries of the <br /> district are recommended for 2021. <br /> The district currently includes approximately 600 members. Those members elect and are represented by a <br /> 13-member Board of Directors, where no more than three directors may represent any one segment of the <br /> membership, but the board must include two property owners and two retailers. <br /> In accordance with the City and PDA agreement, the PDA has created an organizational structure that is <br /> modeled on the guidelines recommended by the National and California Main Street Programs. The PDA <br /> has been designated as a 2020 Accredited Main Street America" program. Accredited status is Main Street <br /> America's top tier of recognition and signifies a demonstrated commitment to comprehensive commercial <br /> district revitalization and proven track record of successfully applying the Main Street Approach' <br /> Areas of focus are: <br /> Organization:The Organization Committee, known at the PDA as the Executive Committee, is made <br /> up of the five officers of the Board of Directors— President, President-Elect, Past President, Secretary and <br /> Treasurer. While the Board of Directors takes a broad approach, the Organization Committee focuses directly <br /> on the operations of the PDA: financial oversight, personnel issues, budget and insurance. <br /> Promotion/ Events & Marketing: The PDA's Marketing Committee includes six board members, <br /> approximately eight committee members and 30+event volunteers.This committee continues to create and <br /> implement exciting ways to promote downtown to local residents and regional visitors. The <br /> committee's programs for marketing Pleasanton's downtown have included a robust social media plan, <br /> advertisements in local and regional media (newspapers, magazines, visitor guides, radio, television, etc.), <br /> PDA brochures and a website that features an online business directory as well as available <br /> properties.The events are designed to increase awareness of the downtown district and enhance the <br /> long-term economic viability of the downtown as a commercial area. <br />
