BACKGROUND
At the November 19, 2019, City Council meeting, the City and the Pleasanton
Downtown Association (PDA) renewed a five-year funding contract whereby the City
contributes funds to match the annual assessment revenue, to be remitted for the PDA
to conduct programs and activities that benefit the downtown. The agreement requires
the PDA to submit an annual budget to the City Council for review and consideration, as
well as have an annual audit or review by an independent certified public accountancy
firm. The agreement is in effect until December 31 , 2024.
The Downtown Pleasanton Business Improvement District annual assessment revenue
in 2021 is provisionally projected to be approximately $65,000. The assessment formula
is based on the annual business license payment and is calculated as follows:
• businesses located curbside and downstairs on Main Street are assessed at two
times (2X) their business license;
• businesses with a Main Street address located upstairs, or not curbside, are
assessed at a rate of one and a half times (1'/2X) their business license;
• all other businesses (those located off Main Street) pay an amount equal to one
times (1X) their business license.
The minimum assessment is $50 and the maximum is $350. Non-profit businesses
within the district are not assessed.
Chapter 3, Section 36530 of the Parking and Business Improvement Area Law of 1989
requires the City Council to do the following to levy the annual assessment for the
Downtown Pleasanton Business Improvement District (BID):
• Appoint an advisory board to prepare the annual budget with a report describing
the programs and activities of the downtown improvement district and the related
funding sources. The report will outline any recommended changes to the
boundaries of the district and/or the methodology of assessing each business;
• Accept the report and budget and set a public hearing to levy the assessments;
• Open and close the public hearing and adopt by resolution the assessments.
Following is the schedule of those actions:
Date Action
10/6/2020 Ratification and Appointment of Advisory Board for 2021
APPROVED BY CITY COUNCIL
11/17/2020 Acceptance of the 2020 Annual Report and 2021 Budget and Adoption
of Resolution of Intent to Levy Assessment for 2021 and Set Public
Hearing for 12/1/2020
12/1/2020 Hold Public Hearing and Adoption of Resolution Levying the Pleasanton
Downtown Business Improvement District Assessment for 2021
Page 2 of 4
